Responsibilities:
The Regional Coordinator (consultant) will assist the Sustainable Infrastructure Foundation
(SIF), and stakeholders in the integration of the SOURCE platform in OECS Member States.
In the framework of his/her mandate, he/she will carry out the following activities:
0. General coordination:
- Coordinate exchanges between (a) the Sustainable Infrastructure Foundation (SIF); (b) OECS Secretariat; (c), Member States leading government agency, and other relevant government agencies; and (c) other consultants involved in the digital transformation (digital platform design).
- Organise regular progress and follow-up meetings with the identified stakeholders.
- Provide meeting minutes and technical inputs into SIF reports as required.
- Join weekly progress meetings/calls with the SIF team.
- Facilitate translation or revision of the platform content, if necessary.
- Coordinate conscious of the key project outcomes.
1. Inception (2 months):
- Identify other relevant government agencies.
- Coordinate with SIF team, the appointment of SOURCE focal points in government agencies.
- Identify existing IT platforms and tools that can interact with SOURCE.
- Identify and mobilise resources to define project development cycles and processes.
- Identify all stakeholders who will be involved in the process (ministry, agency, etc.).
- Coordinate and organise, jointly with the Integration Officer, a preliminary workshop to present a draft work plan.
- Present the SOURCE integration methodology and agree on a first draft action plan to be reviewed after the needs analysis.
2. Needs Assessment (3 months):
- Identify the decision trees for the integration of SOURCE into the project cycle and the country's institutional framework creating a regional workflow valid for all OECS members.
- Identify the framework (PPP and/or traditional procurement) and mapping process that will be designed on SOURCE. Do the same for the framework that governs traditional tenders creating a regional workflows valid for all contractual arrangements in OECS members.
- Presentation of project dashboards and portfolios for progress reports.
- Identify documents to be stored in SOURCE and operationalise the SOURCE knowledge management system.
- Identify and map existing national IT tools to prepare and guide the interoperability with SOURCE.
- Mapping of fields and input data to enable interoperability of SOURCE with existing IT tools.
- Mapping the SOURCE data model to specific country and regional systems and assess the requirements and needs for the implementation of country-specific and regional web portal inside the SOURCE public pipeline.
- Define a legal process to institutionalise the use of SOURCE.
- Identify and co-map, with SIF’s Integration Officer, the public website to which SOURCE will be connected via API or other relevant connection methods.
- Translation of the customised version of SOURCE in one local language, if necessary.
3. Digitalisation and Integration (2-3 months):
- The consultant, the integration officer, the senior integration officer and the IT developer will jointly work to adapt and customise the SOURCE platform to the country's decision-making process and institutional framework creating a regional process valid for all OECS members.
- Identify the needs for developing the SOURCE application programming interface (API) for the identified public websites in order to connect to the public pipeline.
- Preparation of guidelines and related documentation describing the role of SOURCE in the national framework and how it can be used by government agencies.
- Providing technical input for the preparation or revision of other guidelines, regulatory and/or legal frameworks that interface with the use of SOURCE.
- Launch of the platform adapted to the country framework.
- Conduct tests with the Operations and IT SIF team in SOURCE.
- Identification of the first organisations and users to be registered in SOURCE.
- Identification of the priority sector(s) and projects to be used as a pilot in SOURCE.
- Conduct a series of tests on the SOURCE customised version, especially interoperability with e-procurement system, if required.
4. Piloting (3 months):
- Registration and training of users involved in the pilot phase alongside the Integration Officer.
- Collect feedback from users during the pilot phase.
- The consultant and Integration Officer will provide the necessary adjustments to the SOURCE platform, the project evaluation, and the API connection to the SIF’s IT developer.
- Update the training materials and user guide, and develop a training programme according to the needs expressed.
- Conduct a series of tests on the SOURCE customised version.
- Identify the required adjustments to the SOURCE timelines, project assessment and on the API connection.
- Conduct a series of tests on the new functionalities of SOURCE, which will allow the OECS Member States to better collect feedback from the private sector and civil society.
- Conduct testing on the new analytical and reporting capabilities based on AI features that will be deployed on SOURCE and be available for pilot testing during the implementation of SOURCE in OECS Member States.
- Support the government by analysing the project’s feasibility study and providing inputs to fulfil SOURCE’s templates as a member, all the information will have to be validated by the government (stages 1 to 3).
- Work with the authorities to identify the project needs and how to improve them via SOURCE templates. If necessary, the government will invite the local consultant as a SOURCE platform member to provide the requested information.
5. Training & Launch of the platform (3 months):
- Training and registration of SOURCE national administrators.
- SOURCE training and registration of all leading and implementing agencies users, including organisation administrators.
- Conduct the SOURCE trainings for the different government agencies.
- Submit the training evaluation forms and change management questionnaire.
- Migration of existing projects to the SOURCE platform.
- Support to institutionalise the use of SOURCE.
- Plan the launch of the SOURCE platform.
6. Post integration Support (10 to 12 months):
- Conclude the migration of existing projects to SOURCE and identify priority sectors and projects to be used as a pilot in SOURCE.
- Provide capacity building as per key project objectives to ensure sustained use of the SOURCE platform.
- First-level support from SIF, led by the Local Consultant, regarding the use of SOURCE.
- Assess the need for new training sessions that may be required by the government.
- Continue support for the institutionalisation of SOURCE.
- Provide support to the SOURCE country and organisations’ administrators related to the use of SOURCE.
- Provide support for the Launch of the SOURCE platform.
- SIF change management and ongoing support.
Qualifications required:
Degree in project engineering, business engineering or political science with at least 5 years of experience in writing functional specifications. Fluent in English. French is a plus.
He/She should have a solid knowledge of the management and development of infrastructure projects, PPP and traditional procurement frameworks and project feasibility study in OECS Member States. Knowledge of the legal, regulatory, and institutional framework applicable to public-private partnerships (PPPs) and public procurement procedures is a key asset.
The consultant will be responsible for collaborating with the SIF team in implementing the SOURCE software with the government of OECS Member States.
He/She should be competent in writing reports, minutes and briefing notes and have excellent oral communication skills. He/She must be able to work independently and in a structured manner in a complex environment with multiple interlocutors with different profiles. Previous experience as an institutional consultant and/or trainer is welcome.
Type of contract:
The present mandate is for a period of approximately 24 months, with remuneration conditional on the validation of the deliverables defined in the contract and in line with the payment schedule set out in the financial offer. The candidate must also be legally registered as a self-employed person and able to provide official invoices.
If the candidate is concurrently employed by the government or any other entity, they must ensure compliance with their current employment and local legislative framework to provide consulting services. This may include necessary permissions from their primary employer and adhering to local laws and regulations that permit such dual engagements. That is, they must obtain a formal letter from their superior authorising them to engage in self-employed consultancy work on this contract, which will be documented accordingly.
