Director, National In-Country Value Department
Job Description:
Lead and direct the National Content Program at the national level by establishing strategic directions, policies, and national initiatives, while overseeing the governance and implementation of the program across federal, local, government-related, and private sector entities. The role aims to maximize national value creation, strengthen industrial development, localize supply chains, support industrial investment, empower national companies, and contribute to the objectives of the UAE’s industrial and economic strategies
Key Responsibilities
1. Strategic Leadership and Organizational Development
- develop and oversee the strategic vision and direction of the National Content Program
- lead the development of policies, strategies, regulations, and governance frameworks related to national content
- drive the transformation of the program into a comprehensive national platform supporting industrial growth and economic competitiveness
- propose national initiatives and incentive programs aimed at maximizing economic impact
2. National Program Governance
- oversee the overall governance of the National Content Program at the national level
- Lead and manage the National Committee, technical committees, and related working group
- ensure consistency in implementation methodologies, standards, and procedures across participating entities
- establish compliance, audit, and oversight mechanisms for the program
3. National Program Expansion and Implementation
- Lead the strategic expansion of the program across federal, local, government-owned, and semi-government entities
- oversee supplier development programs and incentive mechanism
- supervise the Industrialists Program and related national initiative
- Lead initiatives that strengthen national supply chains and increase local content in priority sector
4. Strategic Partnerships and Government Relation
- Build and manage strategic partnerships with government entities, private sector organizations, and national institutions
- Represent the Ministry and the UAE in national and international forums related to local content and industrial development
- Lead negotiations, agreements, and partnerships that enhance the economic impact of the program
- promote collaboration among participating entities to achieve national economic objective
5. Digital Transformation and Innovation
- Lead the digital transformation of the National Content Program
- oversee the integration of artificial intelligence, advanced analytics, and digital solution
- develop national data platforms and performance measurement system
- promote technology-driven approaches to improve efficiency, transparency, and reporting accuracy
6. Economic and Industrial Impact Measurement
- Lead the framework for measuring the economic impact of the National Content Program
- Monitor national spend, industrial investments, localization achievements, and Emiratization outcome
- oversee strategic reporting and provide recommendations to senior leadership
- identify opportunities to maximize economic and social impact
7. Institutional Leadership and Resource Management
- lead and develop departmental teams and institutional capabilities
- approve operational plans, annual objectives, and performance indicator
- s.Manage financial and human resources efficiently
- foster a culture of innovation, excellence, and continuous improvement
Authority
- Recommend and endorse policy and regulatory changes related to national content
- Approve departmental plans, initiatives, and operational program
- Represent the Ministry before government entities and strategic partner
- Lead negotiations related to strategic partnerships and agreement
- Approve reports, performance indicators, and recommendations submitted to senior management
Qualifications and Experience Education
- Bachelor's degree in engineering, Economics, Business Administration, Finance, Industrial Management, or a related field
- Master's Degree preferred
Experience:
- Minimum 12 years of relevant experience in engineering, economics, business administration, industrial development, economic policy, national programs, strategic procurement, national content, or related fields
- Minimum 4 years of leadership experience managing teams, departments, or strategic program
- Proven experience in managing national initiatives and coordinating with government entities and strategic partners
