Role Description The Owner role is a full-time, on-site position based in Algiers. The Owner is responsible for providing strategic leadership, overseeing academic and administrative operations, and ensuring alignment with the university’s mission and long-term goals. Daily tasks include supervising key departments, setting priorities for program development, managing budgets and resource allocation, and monitoring compliance with relevant educational standards and regulations. The role involves building partnerships with external stakeholders, supporting faculty and staff performance, and promoting a positive, inclusive environment for learners and employees. The Owner also reviews institutional performance metrics, leads improvement initiatives, and represents the university in official meetings and public forums.
Qualifications

  • Advanced experience in academic or institutional leadership, with a strong track record in strategic planning and organizational management.
  • Solid background in one or more of the university’s domains (e.g., management, economics, law, political science, sociology, applied mathematics, computer science).
  • Proficiency in budget management, resource planning, and policy development within a complex organizational setting.
  • Strong communication, negotiation, and stakeholder management skills, with the ability to collaborate across diverse teams and disciplines.
  • Ability to make data-informed decisions, oversee quality assurance processes, and drive continuous improvement initiatives.
  • Master’s degree or doctorate in a relevant field is highly desirable; equivalent leadership experience in higher education or large organizations may be considered.
  • Commitment to ethical leadership, diversity, inclusion, and adherence to national and institutional regulations.
  • Fluency in relevant working languages (such as Arabic and French), with strong proficiency in written and spoken communication; English is a plus.
