    Description

    The City of Richmond, Department of Public Utilities, is seeking a qualified Plans Examiner to review and approve civil plans for proposed development projects, ensuring they meet a variety of environmental regulations imposed on the city. The Plans examiner will be responsible for coordinating permit processing activities and reviewing plans for compliance with erosion, sediment control and drainage.

    Duties

    • Reviewing civil plans for compliance with local and state erosion & sediment control, stormwater, Chesapeake Bay, floodplain codes and regulations.
    • Attend internal meeting to discuss issues with proposed development.
    • Receive continuous training to understand the changing regulatory guidelines.
    • Assist external customers with questions regarding the permitting process, Chesapeake Bay, floodplain, and stormwater management.
    • Examine and evaluate plans, specs, and other documents submitted by contractors, engineers, and applicants for compliance.
    • Meet and consult with project coordinators, contractors, engineers, owners, etc. to discuss city requirements pertaining to specific projects. Communicate results of review efforts with project owner, engineer, contractor, etc.
    • As assigned, prepare letters and reports regarding results of the plan examination efforts and procedures to expedite permit processing. Maintain logs, tracking systems, and specialized databases.
    • Perform routine administrative duties such as responding to emails/phone calls. As assigned, perform other duties including providing customer service support related to processing plans and documents as part of the review process; train inspectors regarding duties and procedures; and provide assistance in processing permit applications, etc.

    Minimum Training and Experience

    • Bachelor’s degree in engineering, architecture, or environmental science.
    • One year of inspection and plan review experience.
    • An equivalent combination of training and experience (as approved by the department) may be used to meet the minimum qualifications of the classification.

    Licensing, Certifications And Other

    Special Requirements

    Must obtain the following within one year of hire:

    • VA DEQ Certified Stormwater Plan Reviewer

    Knowledge

    • Federal, state, and local stormwater codes
    • Drainage, civil engineering and design standards and practices
    • Surveying and drafting concepts/techniques
    • Understanding of aspects of Environmental Science
    • Mathematics including Algebra and Geometry
    • Understanding of Virginia Stormwater Regulations, Virginia Chesapeake Bay Regulations, and Federal Floodplain Code
    • Experience with state and federal environmental permitting
    • Transportation planning or design experience

    Skills

    • Computer proficiency, including Microsoft Office Suite
    • Effective oral and written communication skills
    • Drainage and land development design skills

    Abilities

    • Interact with engineers, contractors, and owners to resolve any questions or differences
    • Ability to read engineering and/or architectural plans
    • Ability to read and interpret written code
    • Ability to understand complex mathematics and computations and equations.
