The Position
Reporting to the Director of Distribution, the Policy Analyst will support activities for a portfolio of Electricity Canada committees. Specifically, the successful candidate will support senior staff with the following committees:
- Grid Modernization Committee (GMC)
- Strategic Economic Regulation Committee (SERC) & Related Technical Network
- Distribution Council & Related Committees
The Policy Analyst will help coordinate committee activities, including developing agendas, meeting minutes, and briefing materials; conducting research and analysis; and implementing work plans. Over time, there is room to grow, including providing more leadership to committees. This position also requires close collaboration with association members, internal teams, and other stakeholders.
Key Responsibilities Committee Coordination
- Coordinate committee deliverables, project timelines, member engagement activities, and reporting requirements to ensure the work plan objectives are met.
- Plan, facilitate, and support committee meetings (virtual and in‑person), including agenda development, meeting materials, minutes, action tracking, and follow‑up.
- Ensure that committee activities align with Electricity Canada’s governance practices and competition law requirements.
- Coordinate reporting, progress updates, and forward‑looking work plans for internal governance bodies, as required.
Policy Analysis Support
- Assist with the development of consultation responses, surveys, briefing materials, reports, presentations, and other deliverables informed by committee priorities and member input.
- Support the development of Electricity Canada positions related to grid modernization, electricity distribution, emerging technologies, regulatory issues, and other strategic priorities within the Distribution portfolio.
- Monitor and assess the implications of legislative, regulatory, policy, technical, and industry developments affecting Electricity Canada members.
- Conduct research and environmental scans to support committee discussions, strategic planning, advocacy activities, and member engagement.
- Translate technical, operational, and industry discussions into clear, accessible narratives for diverse audiences, including members, regulators, and government officials.
Monitoring & Intelligence Gathering
- Monitor emerging policy, regulatory, technical, operational, and industry issues relevant to Electricity Canada members and share insights with committees and internal teams.
- Track government consultations, regulatory proceedings, industry initiatives, standards development activities, and emerging trends that may impact the electricity sector.
Stakeholder & Relationship Management
- Build and maintain effective working relationships with Electricity Canada members, internal teams, government departments, and industry partners.
- Support member coordination and information‑sharing to ensure Electricity Canada positions reflect a national perspective.
Program & Process Support
- Update and maintain committee distribution lists and documents.
- Support the organization, documentation, and continuous improvement of committee processes, work planning, and information management (including SharePoint).
Qualifications
The ideal candidate has a university degree in public policy, economics, or engineering, with at least 2 years of experience in working with member groups, committees, project coordination, policy development, and/or stakeholder engagement. The candidate must be an excellent written and oral communicator who is comfortable navigating technical, operational, policy, and industry issues. They must be organized, efficient, and independent, but also willing to speak up with clarifying questions or ideas for improving processes, outputs, or strategies in support of broader Electricity Canada objectives.
This position is a one‑year contract with the potential for renewal. The pay range for this position is $60,000 to $67,000 annually, commensurate with experience.
