Basic Purpose
Positions in this job family are responsible for performing routine professional social service and law enforcement duties related to assessment of criminogenic need, transition plan design, treatment referral, and ongoing monitoring of offender behavior. Supervision services are provided in the community for probationers, parolees and inmates in re‑entry programs to increase public safety through reduction of future criminal behavior.
Typical Functions
- Manage a caseload of adult probationers using motivational interviewing skills to complete a scientific assessment of criminogenic risk/need and determine the offender’s stage of change
- Identify criminogenic needs of each offender, refer offenders to appropriate treatment and/or programs, and monitor activities to ensure adherence to transition plans and conditions ordered by the releasing authority
- Assist offenders in obtaining and maintaining employment and engaging ongoing support in the community through identification of pro‑social networks and activities
- Conduct various investigations including home visits, pre‑sentence, interstate, pre‑pardon, and pre‑parole
- Prepare all reports concerning offender activities, special reports, violations and court reports, and provide recommendations for the use of the releasing authority
- Maintain documentation in physical and/or electronic format related to offender caseload management
- Monitor payment of financial obligations ordered by the releasing authority
- Assist in security operations during prison disturbances, arrest and transport offenders, assist with out‑of‑state transfers, and other agencies when required
- Conduct periodic screenings for drug and alcohol use by offenders
- Assist probationers with compliance with the Mary Rippy Violent Crime Registration Act and Sex Offender Registration, if applicable
Levels Level I
Basic level duties involving supervision of probationers, parolees, and inmates in re‑entry programs.
Level II
Professional duties at full performance level; may provide training and guidance to others in routine assignments.
Level III
Specialist level; subject matter expert in an evidence‑based practice such as motivational interviewing, assessment, or transition planning; direct cognitive programming to offenders; supervise complex cases.
Knowledge, Skills, Abilities, and Competencies
- Knowledge of laws, rules, regulations, legislation, policies and procedures related to offenders and the Department of Corrections
- Knowledge of evidence‑based practices and community resources for offender supervision
- Knowledge of public and private re‑entry and transitional services, report writing, basic investigation techniques, basic law enforcement practices, counseling techniques, motivational interviewing, substance testing and collection methods
- Ability to establish and maintain effective working relationships with communities, families, service agencies, and other support systems
- Ability to locate suitable employment for community‑based offenders and motivate clients to change antisocial behaviors
- Ability to manage substantial caseloads, give courtroom testimony, and communicate effectively orally and in writing
- Ability to understand and implement evidence‑based practices in community supervision of offenders and use electronic technology for offender management
- Ability to provide consultation, training, mentoring and oversight to other staff (Level III only)
Education and Experience
- Level I:
Bachelor’s degree from an accredited college or university with at least 24 semester hours in psychology, sociology, social work, criminology, education, criminal justice administration, penology, or police science. - Level II:
