Job Description:
- Assist the PMU with the preparation of the bid documents, bid evaluation, contracting, and reporting.
- Assist PMU in preparation of bid invitation, addendum/corrigendum, and clarification of bidder’s queries.
- Assist PMU in bid evaluation (technical and financial), preparation of Bid evaluation reports.
- Assist PMU with contract negotiations, preparation of contracts and contract awards.
- Be responsible for advising on procurement under ADB and/or government’s regulations and procurement guidelines.
- Undertake Procurement Policy and System Review
- Review WPNG’s existing procurement manual, SOPs, forms, and templates.
- Benchmark WPNG procurement processes against PNG's Public Procurement Act 2021 and donor (e.g., ADB, World Bank) requirements.
- Identify gaps and provide actionable recommendations for improvement.
- Guide the update or development of a fit-for-purpose Procurement Policy Manual and operational SOPs.
- Develop standardized templates and checklists to improve consistency and compliance.
- Undertake Capacity Building and Institutional Strengthening:
- Conduct a procurement capacity and training needs assessment.
- Develop and implement a structured procurement training program for WPNG staff at central and regional offices.
- Deliver hands-on training workshops in (i) Procurement planning and market analysis, (ii) preparation and evaluation of tenders, (iii) contract negotiation and administration, and (iv) e-procurement and record-keeping.
- Mentor procurement staff and provide support for building a procurement career pathway within WPNG.
- Provide Strategic Procurement and Advisory Services,
- Support high-value and high-risk procurements through advice and direct assistance.
- Review donor-funded procurement plans and ensure alignment with agreed timelines and procedures.
- Participate in procurement committees as a technical advisor.
- Support WPNG in managing procurement risks and responding to audit observations or external reviews.
- Guide the implementation of a procurement performance monitoring framework and KPIs.
- Ensure the following deliverables:
- Procurement Capacity Needs Assessment Report.
- Revised and approved Procurement Policy Manual SOPs.
- Standardized procurement document templates for goods, works, and services.
- Training Program and Delivery Report, including training materials and staff feedback.
- Technical review reports of major procurement packages and contracts.
- Strategic procurement advisory notes for WPNG management and donor coordination meetings.
- Procurement Risk Register and Mitigation Plan.
- Quarterly progress reports on procurement strengthening activities and outcomes.
Qualifications:
- Bachelor’s degree or higher in Engineering / finance / Law / Public Administration / Business Management or a related field.
- At least 12 years of relevant experience in public procurement, with demonstrated experience in infrastructure sectors and donor-funded projects.
- Strong knowledge of PNG’s Public Procurement Act and experience aligning national systems with ADB, World Bank, or similar frameworks.
- Proven track record in developing procurement manuals, SOPs, and training programs.
- Excellent facilitation and mentoring skills with the ability to build internal procurement capacity.
- Professional certification such as CIPS, CPM, or equivalent is highly desirable.
- At least 7 years’ experience in PNG or Asia Pacific is preferred.
