Duties

As a Program Analyst your duties will include but are not limited to the following:

  • Contributes to management of the NFHS facilities and operations by (1) executing a balanced asset and maintenance management program within the National Fish Hatchery System to support operations (2) providing quality assurance for real property and operational data and managing the Federal Real Property Profile (3) assessing and implementing administrative processes for real property asset management, and allocation of operational and maintenance resources (4) ensuring cost savings and owned space management, and (5) developing, testing, and training for relevant asset and budget data systems (for example, the Service Asset and Maintenance Management System (SAMMS) and Financial Business Management Systems FBMS)).
  • Manages and uses relevant asset and budget data systems to prepare the 5-year repair/rehabilitation plans; schedule, monitor, and report on comprehensive condition assessments; provide comprehensive data on fixed assets including operational and maintenance costs; systematically identify NFHS maintenance needs/deficiencies; and determine the non-funded maintenance backlog for the Service.
  • Coordinates aquatic conservation Maintenance Action Team requests and assignments.
  • Prepares program maintenance and construction budget requests using systematic, standardized procedures, and monitors and documents corrective actions, project expenditures and accomplishments.
  • Works with a variety of intra and interagency, and DOI workgroups and programs such as the Infrastructure Management Division, and facilities and asset management committees to collaborate on most effective methods for stewardship of field station assets.

This position involves a multi-grade career ladder. The major duties listed represent the full performance level of GS-13. At lower grade levels, you will perform assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of GS-13. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher level work, and availability of funds. The selectee may be promoted without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

In order to qualify for this position you must possess:

Minimum Qualification [GS-12]:

Possess at least one year of specialized experience equivalent to at least the GS-11 level in the Federal service. Specialized experience may include the following duties: (1) assisting in testing and maintaining real property or financial and business management systems; (2) reviewing and revising existing policies or guidance documents about the management of assets, operations or budget allocation; (3) recommending procedures to improve the effectiveness and efficiency of program operations; and (4) collaborating with management and staff from other offices and divisions about assets or budget policies or issues. NOTE: To be found qualified, your resume must provide sufficient detail proving you have performed at least 3 of these 4 duties.

Minimum Qualification [GS-13]:

Possess at least one year of specialized experience equivalent to at least the GS-12 grade level in the Federal service. Specialized experience may include the following duties: (1) leading reviews to test and maintain real property and financial and business management systems; (2) using systems to improve asset and operations management, track expenditures, capture asset and budget needs, quantify maintenance and operational activities and report maintenance and operational accomplishments; (3) developing new policies or guidance documents about the management of infrastructure assets or program operations; (4) developing, modifying, revising, and implementing procedures to improve the effectiveness and efficiency of program operations; and (5) working with a variety of interagency workgroups to collaborate on most effective methods of facility asset and operational management. Time In Grade Requirement: Applicants must meet both eligibility and qualification requirements for the position of interest by the closing date of the JOA. Specifically,

iii. Time after competitive appointment as specified in 5 CFR 330.502.

Education

PROOF OF EDUCATION: All applicants who are using education or a combination of education and experience to qualify must submit copies of official or unofficial transcripts which include grades, credit hours earned, major(s), grade point average or class ranking, institution name, and student name. PASS/FAIL COURSES: If more than 10 percent of your undergraduate course work (credit hours) were taken on a pass/fail basis, your claim of superior academic achievement must be based upon class standing or membership in an honor society.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
