Position: Program Analyst (Financial Analysis) with Security Clearance
Duties Help
* Performs reviews and critical assessments of programs in areas that include, but are not limited to, DoD programs, functions and missions worldwide, and national security.
* Develops plans, methodologies, and approaches for analyses or evaluations conducted independently or as part of a team.
* Documents findings, prepares reports, ensuring adherence to report procedures, formats and protocols, providing supporting documentation, cross references or other information.
* Research law, regulation, policy, procedure and other relevant documents and data in program reviews; identifies potential data sources, determines relevance, and analyzes and applies results in studies.
* Prepares drafts of or input to Congressional or inquiries relating to assigned projects and studies; maintains automated and hard copy documentation of study. Requirements Help Conditions of employment
* Must be a U.S. Citizen.
* Position has been designated as Non-Critical Sensitive. Incumbent is required to obtain and maintain a Secret Level security clearance.
* Males born after 12-31-59 must be registered or exempt from Selective Service (see http://(Use the “Apply for this Job” box below).).
* Incumbent is required to submit to urinalysis to screen for illegal drug use prior to appointment and is subject to random drug testing for the duration of service with DoW OIG.
* Current DoW civilian employees are not required to submit to drug testing if moving from one Testing Designated Position (TDP) to another with no break in service, unless deemed appropriate on a case-by-case basis.
* The incumbent must adhere to the DoW Standards of Conduct. Qualifications Time in Grade:
For entry at the GS-11 level, status applicants must have served 52 weeks as a GS-09 or equivalent or higher grade, in the Federal Service. For entry at the GS-12 level, status applicants must have served 52 weeks as a GS-11 or equivalent or higher grade, in the Federal Service. For entry at the GS-13 level, status applicants must have served 52 weeks as a GS-12 or equivalent or higher grade, in the Federal Service.
Specialized
Experience:
For entry at the GS-11 level you must have 52 weeks of specialized experience at the next lower grade level of GS-09. Specialized experience is defined as:
Developing and executing project plans. Gathering, reviewing and assessing financial systems and programs, and applying quantitative and qualitative analysis techniques for financial program reviews. Gathering and analyzing data to support planning group activities. Developing recommendations and corrective actions. Working with clients, project stakeholders, and participants to improve process efficiencies and effectiveness as it relates to the mission. OR A qualifying Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related;
OR An appropriate combination of specialized experience and graduate level education (beyond what is required for a master’s degree, i.e., more than 36 semester hours leading to a Ph.D. For entry at the GS-12 level you must have 52 weeks of specialized experience at the next lower grade level of GS-11. Specialized experience is defined as:
