We are seeking a Program Development Officer to join our team in an Juba, South Sudan. In this position you will play the invaluable role of creatively crafting grant proposals to maximize Samaritan's Purses consideration for funding opportunities. This position will provide technical assistance and knowledge management support during project cycle implementation, monitoring, and the close-out process. In the role of Program Development Officer, you will have the opportunity to:

  • Maintain a personal relationship with Jesus Christ and be an effective witness for Him
  • Gather accurate information and conduct research to write regularly scheduled situation reports that are used to brief the Samaritans Purse leadership team on the overall situation in South Sudan, program activities, security incidents, and other pertinent issues.
  • Liaises with the grants team, technical leads, and relevant field staff to compile program achievements for donor reports, annual program reports, periodic board reports, quarterly reports, Donor Ministries mailings, and research publications for external platforms.
  • Act as the primary driver for the proposal development process, working in close collaboration with the grants team, Program Managers, Area Coordinators, Logistics, and Monitoring & Evaluation staff to inform project design and determine feasibility. The PDO ensures that proposals meet all donor requirements and strategic priorities as outlined in donor guidelines for applications.
  • Assist in drafting proposal budgets in close collaboration with the Director of Finance, Finance Manager, Financial Planning & Analysis Manager, Field Accountants, Program Managers, Area Coordinators, and Logistics staff.
  • Collaborate with the Communications department by submitting success stories, up-to-date program information, and media content to be used on social media platforms that properly reflects the impact Samaritans Purse is having in South Sudan.
  • Review grant agreements upon signature for compliance issues, and create project sheets summarizing relevant rules and regulations.
  • All other duties as assigned

Qualifications & Experience

  • Bachelor's degree (BA) and three (3) to five (5) years related experience and/or training; or equivalent combination of education and experience
  • Experience working for INGOs, preferably in Africa
  • Thorough knowledge and understanding of donor requirements especially (USAID, OFDA, GAC, UNHCR, WFP, SSHF, FAO, DFID etc.)
  • Strong writing and presentation skills
  • Proven experience in database development and management
  • Ability to work in an international and multicultural environment
  • Ability to travel in and out of different field locations and spend extended periods of time in rural settings
  • Thorough knowledge of Canon DSLR camera (or similar equipment) to capture photographs and video
  • 12 credit hours of college-level Biblical Studies required; if not already completed, opportunity to meet and complete requirement is available upon hire

Travel Expectations: 45-50 days/annually; required travel documents and vaccinations for entry into foreign countries will be necessary
