JOB SUMMARY

Council & Committee Services is responsible for managing the operations of the City Council, its Standing Committees, Advisory Committees as well as other ad hoc committees, and groups, including the administrative process related to City Council and Committee meetings, assembling and organizing all communications, correspondence, submissions, reports, motions, and other documents required to provide for the orderly conduct of Council meetings.

Programs, services, projects and activities include:

  • Oversees all stages of the administrative process related to City Council meetings, including the preparation and organization of all communications, correspondence, submissions, reports, motions and other documents required to provide for the orderly conduct of Council meetings in accordance with the Statutes of Ontario and its regulations, governing By-laws and Council directives or policies.
  • Provides oversight and direction on administrative processes related to Standing Committees, Advisory Committees, and other ad-hoc Committees or local boards, to provide for the orderly conduct of meetings in accordance with the Statutes of Ontario and its regulations, governing By-laws and Council directives or policies.
  • Prepares policies and procedures for the unit, including reviewing, evaluating, and recommending improvements to policies, procedures and governance structures and strategies related to Council and Committee meetings as part of the biennial Governance Review process.
  • Manages the development, delivery, evaluation and improvement of Council and Committee Services programs, services, projects and operations.
  • You are also responsible for managing the unit’s human (including contracted services) and financial resources, stakeholder and partner relationships.

    EDUCATION AND EXPERIENCE

    Completion of a 4-year university degree in Public or Business Administration or related discipline

    Minimum of 8 years of related experience in policy development, strategic planning and project management, preferably in a large municipal setting, including a minimum of 5 years in the management of human and financial resources

    CERTIFICATIONS / LICENCES
    Member of the Association of Municipal Managers, Clerks and Treasurers of Ontario (AMCTO) is an asset.

  • The City of Ottawa’s organizational, governance and administrative structures
  • Legislation, regulations, policies, standards and guidelines relevant to the work
  • High level of competency in dealing with politically sensitive issues
  • Business administration concepts, theories, principles and methodologies
  • Methods used to deal with the media in a professional manner
  • Regulations and practices governing the proceedings of Council and its Standing Committees
  • Knowledge of the Statutes of Ontario as they apply to the proceedings of Council Committees, Boards and other such meetings and the qualifications and conduct of officials prescribed by law to be in attendance
  • Functions and responsibilities of municipal government
  • Corporate policies, guidelines and practices
  • The various Collective Agreements in place at the City
  • Understanding of the programs/services and operations of other City areas, and the inter-relationships between them and own work area
  • MS Office MS Office, eSCRIBE electronic agenda, Zoom
  • Must be familiar with applicable health and safety legislation, have knowledge of any potential or actual danger to health or safety in the work place, and have knowledge of appropriate actions to be taken in order to ensure the health and safety of staff in accordance with applicable legislation and City policies and procedures
