The National Center for State Courts (NCSC) is soliciting applications for the position of Program Manager from qualified candidates with a proven ability to work with the Philippine judiciary and with knowledge and previous experience with funding and programming from the U.S. government or other donors. The position will be under the Enhancing CT Court Tribunals Administration and Security in the Philippines Program, funded by the U.S. Department of State, Bureau of Counterterrorism. The Program seeks to build the capacity of Philippines’ counterterrorism courts so they can safely and effectively operate, manage cases, and secure court facilities to successfully try and adjudicate cases in a timely fashion. This is a three-year program currently scheduled to end on September 30, 2027.
Position Summary
This position will report to the NCSC Home Office. As part of the Program Field Team, the position is expected to be based in Manila or Zamboanga City, Philippines with frequent travel to between the two cities. The Program Manager will be responsible for overseeing programming and local administrative aspects of the program in the Philippines.
Responsibilities include, but are not limited to:
- Serve as liaison with counterparts in the Philippines’ judiciary, the U.S. Embassy, and other relevant local interlocutors throughout program implementation.
- Assist in the design, implementation, monitoring, and reporting of program activities and training related to court administration and security.
- Work with relevant counterparts, committees, and working groups to implement activities in accordance with the work plan, implementation schedule, and performance monitoring plan.
- Identify and mobilize local experts, as relevant, and facilitate delivery of assistance and training by local and international experts.
- Manage the day-to-day work of all field-based staff, experts, and contractors and conduct quality control of all activities and events for the duration of the program.
- Oversee the contractual compliance and delivery of services by vendors and experts.
- Assist with the administration of procurements of goods and services, as required to implement program activities.
- Provide activity summaries, periodic progress reports, and monthly financial expenditure reports to the NCSC Home Office.
Position Qualifications
Candidates for the position of Program Manager should possess:
- Master Degree in Political Science, Law, International Relations, or related field is required.
- At least ten years of professional experience, including at least three years in a program manager or coordinator role or similar position in an international organization or comparable experience required.
- Experience working or coordinating with the Philippines’ judiciary or other justice and security sector actors preferred.
- Prior experience with donor-funded reform programs required. Prior experience with U.S. government programs preferred.
- Strong organizational skills, rigorous attention to detail, and problem-solving abilities needed to perform effectively and autonomously in a demanding position.
- Strong leadership and management skills and ability to work under pressure with a variety of stakeholders.
- Demonstrated commitment to ethics, transparency, and accountability in program implementation.
- Computer literacy (MS Word, Excel, internet navigation, etc.) required.
- Excellent spoken and written Tagalog and English required.
