Job Description / Responsibility

Job Context:

The Programme Officer is an entry-level position based at the DBC Dhaka Head Office, responsible for supporting the effective planning, coordination, and implementation of DBC`s health and rights-based programmes across its network of medical centers. The post holder plays a key role in ensuring that programme activities are delivered on time, resources are utilized efficiently, and operations across all medical centers are adequately supported in line with DBC`s organizational objectives and donor requirements.

Working under the direct supervision of the Project Manager and Programme Director, the Programme Officer provides hands-on coordination support across a range of programme, supply chain, and administrative functions. This includes supporting monthly budget requisitions, coordinating medicine distribution to all 39 DBC medical centers, facilitating procurement processes, and ensuring the timely collection and documentation of financial records from field centers. The role serves as an important operational link between the Dhaka Head Office and DBC`s medical Centre network, ensuring smooth information flow, resource delivery, and accountability at the field level.

The post holder collaborates closely with finance, procurement, and programme teams to support donor reporting, inventory management, and the day-to-day operational needs of DBC`s medical centers. Through this work, the Programme Officer contributes directly to DBC`s mission of delivering quality, accessible healthcare and rights-based services to children and communities in need.

Responsibilities & Context:

  • Assist the Program Director in preparing concept notes and project proposals for new program initiatives, including research, data collection, needs assessment, and drafting of key sections aligned with donor requirements and DBC`s strategic objectives.
  • Support the development of project budgets, timelines, monitoring and evaluation frameworks, and implementation plans in collaboration with relevant department heads.
  • Maintain and organize project documentation, including concept notes, approved proposals, donor agreements, and baseline/endline data; ensure accessibility and compliance with organizational record-keeping standards.
  • Serve as a crucial member of DBC`s seasonal relief program teams, including Ramadan food parcel distribution, Qurbani (sacrificial meat) distribution, heat wave emergency response, and other seasonal humanitarian initiatives; ensure program implementation aligns with organizational standards and beneficiary needs.
  • Support program planning and logistics, including identifying beneficiaries, preparing distribution schedules, coordinating procurement of relief goods, and ensuring equitable and transparent distribution processes.
  • Monitor program progress and outcomes, collect feedback from beneficiaries and field staff, and report findings to the Program Director for continuous improvement.
  • Coordinate with volunteers and community mobilizers to ensure effective planning and execution of relief goods distribution, including communicating program objectives, providing clear instructions, monitoring field activities, and addressing challenges in real-time.
  • Maintain up-to-date volunteer/mobilizer contact lists, manage attendance and participation records, and ensure all volunteers receive proper orientation and support for assigned activities.
  • Foster positive relationships with volunteers and mobilizers through regular communication, recognition of their contributions, and feedback mechanisms to support retention and motivation.
  • Track program activities, beneficiary numbers, resource utilization, and outcomes; prepare regular progress reports for the Program Director and donor partners as required.
  • Support data collection and monitoring activities; maintain accurate program records and ensure compliance with donor reporting requirements.
  • Identify challenges, lessons learned, and opportunities for program improvement; contribute to internal reviews and program evaluations.
  • Conduct field visits to monitor program implementation, assess needs, engage with beneficiaries and community leaders, and ensure program quality and relevance.
  • Liaise with government officials, community leaders, partners, and local organizations to ensure coordination, compliance, and community support for DBC initiatives.
  • Perform any other program or operational tasks as assigned by the Program Director, demonstrating flexibility and commitment to organizational goals.

Educational Requirements

  • Bachelor of Social Science (BSS) in Sociology, Education, Language, Communication Engineering, Fine Arts
  • Or related discipline.
  • Professional courses and qualifications related to the field will added advantage.
  • Skills Required: NGO/ Other Services, NGO Project Management, NGO

Experience Requirements

  • 1 to 3 year(s)
  • The applicants should have experience in the following business area(s): NGO

Additional Requirements

  • Minimum 1-3 years of relevant experience in Program management, Finance, Internal audit, preferably in NGOs/INGOs and Legal aid or rights-based organization•
  • Practical experience in health programme implementation, supply chain coordination, or community-based service delivery is highly desirable.
  • Prior experience working in donor-funded projects, particularly in a field coordination or programme support capacity, will be considered an added advantage.
  • Demonstrated ability to coordinate logistics, manage supply distribution, and support procurement processes in a multi-site operational environment.
  • Ability to prepare and track monthly requisitions, monitor budget utilization, and support programme reporting in line with donor and organizational requirements.
  • Familiarity with inventory management, medicine distribution, and field-level operational support across health or community programmes.
  • Fluency in English and Bangla.
