Recovered Indonesia (RECO) is an end-to-end plastic recycling company on a mission to end plastic pollution, one island at a time. RECO builds localized waste recovery systems that recover ocean-bound plastic, empower informal waste workers, and connect waste to global circular markets.
RECO is seeking a Programme Manager (Waste Management & Circular Economy) to lead and integrate multiple projects across locations, partners, and funding streams. This role combines technical implementation, stakeholder coordination, and programme-level oversight to ensure scalable, high-impact waste recovery systems are successfully delivered on the ground.
Key Responsibilities
1.Programme & Project Managerment
- Lead and oversee a portfolio of waste management projects across multiple locations.
- Drive end-to-end implementation: from planning, design, to on-ground execution of our waste recovery system
- Manage timelines, risks, dependencies, and resources across projects.
- Ensure alignment between project delivery and overall programme impact targets (collection, recycling, jobs).
2.Technical Implementation & Operations
- Oversee technical aspects of waste processing systems, including machinery, layouts, and infrastructure.
- Work closely with engineering, operations, and field teams to ensure efficient system deployment.
- Support site design, process optimization, and continuous improvement of recovery systems.
3.Stakeholder & Partner Management
- Act as the main point of contact for donors, partners, and local stakeholders (government, communities).
- Ensure strong coordination and alignment across all parties involved in project delivery.
- Maintain transparent communication, reporting, and relationship management.
4.Reporting, Compliance & Impact
- Ensure timely and high-quality reporting aligned with donor and partner requirements.
- Track programme performance, including operational, financial, and impact metrics.
- Support monitoring, evaluation, and documentation of outcomes for internal and external use.
5.Budgeting & Resource Management
- Develop and manage project budgets across multiple sites.
- Monitor expenditures and ensure financial compliance with donor requirements.
- Support resource planning and allocation to maximize efficiency and impact.
6.Grant Development & Strategic Partnerships
- Lead and contribute to grant proposal development and submission, including concept notes, technical narratives, budgets, and impact frameworks.
- Identify and pursue funding opportunities aligned with RECO’s expansion strategy.
- Work closely with internal teams and partners to ensure proposals are technically sound, data-driven, and competitive.
- Support donor engagement throughout the lifecycle: from proposal stage to implementation and reporting.
Qualifications
- 6–8+ years of experience in programme/project management (waste management, infrastructure, or development sectors preferred).
- Proven experience managing multiple projects or complex operations.
- Strong understanding of technical systems (engineering, waste processing, or similar).
- Experience working with international donors, grants, or reporting frameworks is a strong plus.
- Excellent communication skills in English and Bahasa Indonesia.
- Strong leadership and stakeholder management capabilities.
- Ability to operate in fast-paced, hands-on, and resource-constrained environments.
