Job Purpose

The Project Delivery Manager is responsible for leading the successful execution and delivery of construction projects from pre-construction through completion, testing, commissioning, and handover. The role ensures projects are delivered safely, on time, within budget, and in accordance with approved quality standards and contractual requirements.

The position requires extensive contractor-side and site-based experience, with a strong understanding of construction methodologies, project controls, contract administration, stakeholder management, and large-scale project delivery.

Key Responsibilities

Project Planning & Delivery

Manage the full project lifecycle from mobilization to final handover.

Develop and monitor project execution strategies, schedules, budgets, and resource plans.

Ensure project objectives, milestones, and deliverables are achieved.

Monitor project progress and implement corrective actions where required.

Review and challenge contractors’ construction programs and recovery plans.

Lead project delivery teams to ensure successful project execution.

Site Management & Construction Oversight

Oversee day-to-day site operations and construction activities.

Conduct regular site inspections to monitor progress, quality, safety, and compliance.

Ensure construction activities are executed according to approved drawings, specifications, and project requirements.

Coordinate structural, architectural, MEP, infrastructure, and fit-out activities.

Identify construction challenges and implement practical solutions to maintain project progress.

Monitor site productivity and contractor performance.

Ensure effective management of subcontractors and suppliers.

Contractor & Consultant Management

Manage relationships with contractors, consultants, and specialist subcontractors.

Conduct regular progress meetings and technical coordination workshops.

Review contractor submissions, methodologies, procurement schedules, and resource plans.

Ensure timely resolution of design, construction, and commercial issues.

Monitor compliance with contractual obligations and project requirements.

Contract Administration

Support contract management activities throughout the project lifecycle.

Review variation orders, extension of time claims, and contractor requests.

Assess contractual risks and provide recommendations.

Ensure proper documentation and records management.

Participate in commercial discussions related to project delivery.

Cost & Budget Management

Monitor project budgets and expenditure.

Review cost reports and identify potential budget risks.

Support value engineering initiatives.

Ensure project delivery aligns with approved financial objectives.

Assist in evaluating change requests and their cost implications.

Quality Management

Ensure compliance with project quality standards and specifications.

Monitor implementation of quality assurance and quality control procedures.

Participate in inspections, testing, and acceptance processes.

Ensure timely closure of defects and non-conformance issues.

Oversee snagging and de-snagging activities before project handover.

Health, Safety & Environment

Ensure compliance with company HSE policies and regulatory requirements.

Promote a strong safety culture across project sites.

Monitor contractor HSE performance and corrective actions.

Participate in safety audits and incident investigations when required.

Stakeholder Management

Coordinate with internal departments including Development, Design, Commercial, Finance, Procurement, Sales, Customer Care, and Facilities Management.

Liaise with government authorities and utility providers.

Maintain strong communication with project stakeholders.

Provide regular project status updates and executive reports.

Testing, Commissioning & Handover

Oversee testing and commissioning activities.

Ensure all project systems are fully operational before handover.

Manage handover documentation and close-out requirements.

Coordinate with facilities management and operational teams.

Ensure smooth transition from construction to operation.

Qualifications

Education

Bachelor’s Degree in Civil Engineering, Construction Management, Architectural Engineering, or a related discipline.

Master’s Degree is preferred.

Professional Certifications

PMP Certification preferred.

Membership in a recognized professional engineering institution is an advantage.

Experience

Minimum 12–15 years of experience in construction and project delivery.

Minimum 8–10 years of hands-on site-based construction experience.

Proven experience with leading contractors delivering large-scale projects.

Experience managing residential, mixed-use, hospitality, commercial, infrastructure, or high-rise developments.

Experience overseeing projects from mobilization through final handover.

Strong understanding of construction sequencing, procurement, logistics, commissioning, and handover processes.

Previous experience working with Tier-1 contractors is highly preferred.
