Project Manager (Environmental Monitoring & Sensor Networks) Jobs in Dili, Timor-Leste at IQAir: First in Air Quality

Title: Project Manager (Environmental Monitoring & Sensor Networks)

Company: IQAir: First in Air Quality

Location: Dili, Timor-Leste

Job Title: Project Manager (Environmental Monitoring & Sensor Networks)

Role Overview

We are seeking a high-agency, results-oriented Project Manager for a 2–3 year term to lead the deployment of a hybrid environmental monitoring network. This project involves the strategic installation of a high-density Low-Cost Sensor (LCS) network anchored by one Regulatory-Grade Reference Monitor.

This is a hybrid role that requires a "get-it-done" mentality. You will balance remote strategic planning with significant local field operations, particularly in remote or underserved areas where infrastructure may be limited. The ideal candidate has a proven track record of driving complex projects to completion while navigating the diverse needs of multiple stakeholder groups.

Key Responsibilities

  • End-to-End Execution: Take full ownership of the project roadmap, moving from initial site scouting in remote locations to a fully operational, calibrated 3-year monitoring term.
  • Stakeholder Diplomacy: Manage a complex web of relationships, including government regulators, technical vendors, private landowners in rural areas, and community advocates.
  • Remote Field Operations: Coordinate logistics for equipment transport, power solutions (solar/battery), and connectivity in areas with limited infrastructure.
  • Hybrid Workflow Management: Maintain high productivity while working remotely (budgeting, reporting, data oversight) and leading on-site teams for physical installs and maintenance.
  • Technical Quality Control: Oversee the "co-location" process, ensuring low-cost sensors are accurately adjusted against the reference monitor to maintain data defensibility.
  • Problem Solving: Proactively identify and clear bottlenecks—whether they are permitting delays, hardware failures in the field, or data transmission gaps.

Required Qualifications

  • Proven Execution: 4+ years of project management experience with a demonstrated ability to deliver complex technical projects on time and within budget.
  • Field Capability: Experience conducting project work in remote or rugged environments. You must be comfortable troubleshooting hardware and logistics where "easy" resources aren't available.
  • Relationship Management: Expert-level communication skills with a history of successfully managing multiple stakeholder types (e.g., engineers, local residents, and agency officials).
  • Education: Bachelor’s degree in Environmental Engineering, Environmental Science, or a related technical field.
  • Technical Fluency: * Knowledge of air quality parameters (e.g., PM2.5, NO2).
  • Understanding of IoT deployment challenges (power, telemetry, and weatherproofing).
  • Adaptability: Must reside within commuting distance of the project region to handle local field requirements while remaining disciplined in a remote work environment.
