Position Overview

We are seeking a highly skilled Proposal Manager to lead and manage our end-to-end proposal and bidding process. In this role, you will be responsible for preparing compelling proposals, developing accurate cost estimates, managing complex tender processes, and coordinating with cross-functional internal teams to deliver winning, competitive bids.

This position perfectly blends technical proposal writing, precision cost estimation, and robust bid management to drive company growth and secure high-value projects.

Key Responsibilities1. Proposal & Bid Management

  • Develop and draft detailed, high-quality proposals and bids tailored to client requirements and project specifications.
  • Formulate competitive pricing strategies and comprehensive cost models for upcoming projects.
  • Compile and organize all required submission documentation, including technical solutions, execution methodologies, commercial pricing, and project timelines.
  • Ensure punctual submission of all proposals and actively manage post-submission client clarifications.
  • Conduct post-bid analyses on historic tenders to identify benchmarks, trends, and areas for strategic improvement.

2. Cost Estimation & Financial Analysis

  • Generate precise cost estimates factoring in technical project scopes, labor productivity, material costs, and equipment requirements.
  • Evaluate and negotiate pricing data from subcontractors and vendors to secure optimal, competitive market rates.
  • Prepare financial breakdowns, margin analyses, and budget forecasts for executive management review.
  • Perform risk assessments to identify potential cost overruns and engineer cost-effective alternatives.
  • Align all project pricing with internal profitability targets and regional market conditions.

3. Tender Review & Regulatory Compliance

  • Meticulously analyze tender documents to deeply understand all technical, legal, and commercial liabilities.
  • Guarantee 100% compliance with all formal client tender conditions and submission criteria.
  • Collaborate closely with Legal and Contracts departments to mitigate regulatory and contractual risks.
  • Draft comprehensive clarification lists to resolve discrepancies or ambiguities in client specifications.
  • Maintain quality control across all submissions by utilizing standardized templates and corporate best practices.

4. Team Coordination & Stakeholder Communication

  • Interface with Engineering, Procurement, and Project Management teams to gather necessary technical inputs and resource data.
  • Act as a central coordinator to seamlessly integrate technical and financial components into a unified bid strategy.
  • Engage directly with clients during pre-bid meetings, proposal presentations, and Q&A phases.
  • Liaise systematically with vendors and subcontractors regarding quotations, technical compatibility, and delivery schedules.

5. Auxiliary Responsibilities

  • Conduct quantity surveying (QS) activities and participate in initial project site visits as required.
  • Issue Requests for Quotation (RFQs) to vendors and evaluate incoming commercial bids.
  • Coordinate project insurance requirements during the tendering and kickoff phases.
  • Assist in developing preliminary Health, Safety, and Environment (HSE) plans for inclusion in technical bids.
  • Facilitate seamless handovers to operations during project kickoff meetings for newly awarded contracts.

Requirements & QualificationsEducation

  • Bachelor’s Degree in Civil Engineering or a closely related engineering discipline.

Experience

  • 8–10 years of solid experience in proposal management, heavy civil/infrastructure tendering, commercial estimation, or bid management within the construction/engineering sector.
  • Proven track record of successfully managing and winning high-value, competitive tenders.

Technical Skills & Competencies

  • Language: Professional-level fluency in English (both written and verbal) with excellent technical writing capabilities.
  • Software Proficiency: Advanced skills in MS Excel, MS Word, MS PowerPoint, and MS Project.
  • Desirable Tools: Knowledge of AutoCAD, Primavera P6, or equivalent project controls software is highly advantageous.
  • Core Competencies: Extreme attention to detail, strong analytical capabilities, sharp commercial negotiation skills, and the capacity to deliver under tight deadlines and high-pressure environments.
