Primary Objective
Provide high-level strategic policy and legislative advice while leading the development, coordination and review of legislation, policy initiatives, Cabinet submissions and Ministerial briefings to support effective local government governance and service delivery across the NT.
Key Duties & Responsibilities
- Provide high-level, strategic advice on complex policy and legislative matters.
- Develop, review and manage legislation and policy initiatives, including drafting instructions, Cabinet submissions and Ministerial briefs.
- Coordinate and deliver complex legislative reform and policy projects.
- Lead and supervise a small team, ensuring performance, development and direction.
- Build strong partnerships with councils, government agencies and national bodies.
- Identify opportunities to improve systems and processes, lead change initiatives, and contribute to departmental priorities.
Selection Criteria
1. Demonstrated experience in leading policy and legislative development, including drafting, review and implementation.
2. High‑level analytical and problem‑solving capability, with the ability to interpret complex legislation and policy.
3. Proven ability to provide strategic advice to senior executives and influence decision‑making, including preparing Cabinet submissions, Ministerial briefs and government correspondence.
4. Strong project management skills with the ability to manage competing priorities and deliver under pressure.
5. Exceptional communication skills, with the ability to prepare high‑quality reports, briefs and plain‑English summaries of complex issues.
6. Demonstrated leadership capability in managing teams, including coaching, mentoring and performance management.
7. Strong stakeholder engagement, negotiation and relationship‑management skills. 8. Ability to operate effectively in politically sensitive, cross‑cultural and high‑pressure environments.
