Role Description The Senior Expert – Urban Transport Planning is a full-time, on-site role based in Harare, Zimbabwe. This role is responsible for leading the planning, design, and evaluation of urban transport systems and projects that support efficient movement of people and goods in and around key commercial centers. Day-to-day responsibilities include conducting transport demand analyses, developing integrated urban mobility plans, and advising on infrastructure improvements that facilitate trade and access to markets. The Senior Expert will collaborate with government agencies, local authorities, private sector stakeholders, and development partners to align transport initiatives with national trade and development strategies. The role also involves preparing technical reports, policy recommendations, and presentations, as well as mentoring team members and contributing to capacity-building activities in urban transport planning.
Qualifications
- Strong expertise in urban and transport planning, including preparation of master plans, mobility strategies, and transport demand assessments.
- Proficiency in transport modeling, GIS tools, and data analysis techniques for evaluating traffic flows, accessibility, and infrastructure performance.
- Experience with public transport systems, non-motorized transport planning, and integrated land-use and transport development.
- Proven ability to manage projects, coordinate multidisciplinary teams, and engage effectively with public and private sector stakeholders.
- Excellent written and verbal communication skills, with experience drafting technical reports, policy briefs, and presentations for diverse audiences.
- Master’s degree in Urban Planning, Transport Planning, Civil Engineering, or a related field; a relevant professional certification or registration is an advantage.
- Demonstrated experience in similar senior-level roles, preferably in emerging economies or within the Southern African region.
- Familiarity with trade facilitation, logistics corridors, and how transport infrastructure supports export growth is highly beneficial.
- Ability to work on-site in Harare, travel domestically when required, and adapt to a dynamic, results-oriented environment.
