The Need
For over 25 years, IJM has pioneered the work to protect vulnerable people from violence. 9 out of 9 times in the last decade, IJM’s Justice System Strengthening Projects have reduced slavery and violence between 50 and 85% for very large populations of people in poverty. As we grow to expand our impact to protect 500 million people from violence, we are seeking a Sr. Lead, National Government Relations to provide strategic leadership for advocacy and stakeholder engagement to strengthen justice systems and address Commercial Sexual Exploitation of Children (CSEC). This position is responsible for developing and implementing comprehensive strategies that influence policy change, build strategic relationships with government and civil society stakeholders, and position the organization as a trusted expert partner.
The Sr. Lead, National Government Relations, will lead efforts to achieve targeted advocacy goals through a comprehensive strategy that wins the buy-in of government decision makers.
The role is based in Dhaka, but will provide support nationally, including travelling to each of IJM’s future program locations (Khulna, Barisal and Mymensingh).
Responsibilities:
Leadership and Management:
- Identify and power-map key stakeholders and decision-makers
- Develop and implement targeted engagement strategies for prioritized Agents of Change
- Build trust-based relationships with government officials, civil society leaders, and other key stakeholders
- Represent the organization in high-level forums and discussions
Strategy & Knowledge Development & Implementation:
- Ensure alignment between advocacy initiatives and the program’s protection goals
- Ensure effective implementation of advocacy and engagement plans
- Adapt strategies based on changing contexts and emerging opportunities
- Lead quarterly reporting on global advocacy KPI and progress toward advocacy goals
- Track engagement with key stakeholders in organizational CRM
- Document best practices and lessons learned for institutional knowledge
- Develop resources and tools to support advocacy efforts, as needed
- Collaborate with MERL team to derive data-driven approaches to advocacy and engagement
- Contribute to organizational learning and adaptation through Communities of Practice
Networking & Partnership:
- Design credible strategies to achieve advocacy goals and maximize integration of the program’s resources, including media advocacy, coalition building, survivor-led advocacy, strategic casework, global activation, etc., as needed
- Identify and engage strategic partners and allies to advance support for advocacy goals
- Develop formal and informal collaboration mechanisms, as needed
- Build consensus with influential civil society leaders and survivor leaders around common advocacy objectives
- Ensure inclusive approaches that center affected communities and people with lived experience
Policies and Procedures:
- Analyze policy environments and identify priority goals and policy windows.
- Lead policy analysis and development of advocacy positions .
- Engage directly with policy-making processes and forums to advance the program’s goals.
- Monitor policy implementation and identify and address gaps.
- Document and share policy change outcomes and impact.
- Develop evidence-based advocacy positions and approaches.
Qualifications
Education & Experience:
- Requirements which may include minimum and preferred educational and job-related experience, computer proficiencies, required certifications, etc.
- Advanced degree in Law, Public Policy, International Relations, Human Rights, or related field
- Specialized training in advocacy, government relations, or similar disciplines preferred
- 8+ years of experience in advocacy, policy development, or government relations
- Demonstrated success in influencing government policy or systems change
- Experience building and leading teams in complex environments
- Track record of developing effective multi-stakeholder partnerships
- Experience in CSEC or Human Trafficking preferred.
