The Role
This is a senior advisory position suited to a strategically minded legal professional with strong regulatory expertise. The successful candidate will provide high-quality, practical legal advice across a broad range of operational, regulatory, legislative, and policy matters.
Working closely with senior leadership, the role combines day-to-day legal support with responsibility for shaping and developing regulatory and legislative frameworks.
Key Responsibilities
The successful candidate will:
- Provide timely, pragmatic legal advice on operational and regulatory matters, including regulatory correspondence, inspection findings, enforcement-related issues, and organisational publications.
- Lead the development, review, and evolution of legislative and policy frameworks, including drafting and reviewing primary and secondary legislation.
- Prepare policy advice, briefing materials, and submissions for Government and senior stakeholders.
- Monitor, analyse, and interpret Irish, EU, and international legal and regulatory developments relevant to the health insurance market and consumer protection landscape.
- Translate complex legal and regulatory developments into clear, practical guidance for decision-makers.
- Support senior leadership on strategic initiatives, reform programmes, and regulatory projects.
- Manage legal and regulatory projects from initiation through to implementation, ensuring effective governance and delivery.
- Contribute to organisational strategy and provide trusted legal counsel on emerging risks and opportunities.
Essential Requirements
- Qualified Solicitor or Barrister with significant post-qualification experience.
- Proven experience within a regulatory, public sector, insurance, healthcare, or policy environment.
- Strong knowledge of legislative processes, statutory interpretation, and regulatory frameworks.
- Demonstrated ability to provide concise, practical, and proportionate legal advice in complex environments.
- Experience drafting legislation, regulatory instruments, policy papers, or formal submissions.
- Strong project management skills with the ability to manage multiple priorities and deliver high-quality outcomes.
- Excellent stakeholder management and communication skills.
- Ability to work independently, exercise sound judgement, and operate effectively at senior leadership level.
Desirable Experience
- Knowledge of the Irish health insurance market or comparable regulated sectors.
- Experience working with Government departments, regulators, or public bodies.
- Familiarity with consumer protection, economic regulation, or healthcare policy.
