Position Overview
The Planning and Budgeting Manager leads and oversees the university’s budgeting and financial planning functions. This role combines startup agility, adopting systems from the ground up with good knowledge and exposure of higher education operations with government funding compliance.
Key Responsibilities:
Strategic Planning:
• Aligns departmental budgets with corporate strategic goals and long-term financial and sustainable plans.
• Develops the company’s financial models (including the business plan & budget) and scenario analysis (sensitivity analysis) to assess the impact of business decisions.
• Provides strategic advice to senior leadership on funding priorities and capital investments.
General Management & Reporting:
• Prepares financial reports for management, the board, or regulatory authorities.
• Ensures compliance with internal controls, accounting principles, and financial policies.
• Provides training and support to non-finance managers on budget management.
Operational Activities:
• Leads the end-to-end annual operating and capital budgeting process.
• Prepares monthly/quarterly financial forecasts, updating projections based on current performance.
• Coordinates with departments to establish budgeting standards, templates, and timelines.
• Reviews, validates, and consolidates departmental budgets into a master corporate budget.
• Analyzes budget variances (actual vs. planned) and produces commentary for stakeholders.
• Monitors cash flow and manages budget reallocation exercises.
• Oversees cost-control measures and identifies opportunities for efficiency gains.
Skills Requirements:
•Lead, supervise, and monitor teams and work activities effectively.
•Promote accountability, professional development, and performance excellence.
•Experience managing cross-functional teams and coordinating with senior leadership; strong communication and stakeholder engagement skills.
•Ability to collaborate across teams and external partners e.g. banks, vendors etc.
•Upholds strong methodological standards and integrity in financial matters.
Qualifications
•7-10+ years of experience finance and accounting or similar; minimum 3+ years as Planning and Budgeting experience
•BS in finance / Accounting
•Experience with management dashboards and reporting system
•Experience with ERP implementation and financial system transformation is a plus (but not a requirement)
•Preference for experience with startups and organizational expansion projects (but not a requirement)
•Big 4 experience is a plus
