Role Purpose and

Key Responsibilities

As a Senior Policy Specialist, you will shape and deliver regulatory and public policy that is relied upon in practice and subject to public scrutiny. Working within the regulatory side of the organisation, you will play a key role in developing policies that are clear, proportionate and workable, supporting the effective operation of RICS’ regulatory framework.

You will work across a varied portfolio of policy areas, including anti‑money laundering, alternative dispute resolution and the development of new regulatory schemes. You will take ownership of defined policy projects through to delivery, assessing priorities, balancing risk and developing solutions that can be applied in real‑world contexts. The role involves regular engagement with senior internal stakeholders, government departments, regulatory bodies and external partners.

You will join a small, high trust team where people are encouraged to work across policy areas, building breadth of experience while sharing responsibility and supporting one another. This is a substantive role with a high level of autonomy, where you will be trusted to progress work independently and to recognise when more complex or sensitive issues require specialist input, including in an international context.

Key Responsibilities

  • Lead and manage a portfolio of regulatory and public policy projects across RICS
  • Develop and maintain regulatory policies in defined areas such as anti‑money laundering (AML), alternative dispute resolution (ADR) and new regulatory schemes
  • Provide clear, proportionate guidance on regulatory policy matters to internal teams, members and firms
  • Build effective working relationships with executives, senior managers and non‑executives
  • Produce high quality briefings, board and committee papers and presentations
  • Represent RICS externally on regulatory policy matters, working with colleagues on projects and initiatives
  • Engage with government and regulatory bodies alongside Public Affairs and other internal teams
  • Contribute to team resilience through shared ownership of work and mentoring of colleagues
  • Plan and manage budgets for individual policy projects
  • Manage multiple priorities across the department and wider organisation

About You

You will have experience working in policy or regulatory environments, ideally within a regulator, government, professional body or other regulated organisation. You are comfortable working across new and unfamiliar policy areas and taking responsibility for defined pieces of work through to delivery.

You Will Bring:

  • Strong policy and analytical skills, with an understanding of how policy operates in practice
  • Confidence using judgement and taking initiative, alongside the self‑awareness to ask questions or seek specialist advice when needed
  • Experience working with stakeholders who have differing priorities or perspectives
  • The ability to handle reputationally and politically sensitive issues with care and professionalism
  • Excellent written and verbal communication skills, with the ability to explain complex issues clearly
  • A collaborative, team‑focused approach, contributing to shared ownership and resilience
  • Curiosity and motivation to learn, with the ability to develop solutions in complex or emerging areas
