JOB DESCRIPTION
Invest Atlanta is the City of Atlanta’s economic development agency. We advance Atlanta’s global competitiveness by growing a strong economy and building vibrant communities. Invest Atlanta seeks a dynamic, mission-driven Senior Vice President (SVP) for the Department of Neighborhoods to lead the design, implementation, and performance management of a generational investment strategy advancing equitable redevelopment, neighborhood stability, and shared prosperity across the City of Atlanta. Reporting directly to the President & CEO, the SVP will serve as the executive leader responsible for operationalizing the NRI Impact Framework as adopted by City Council (Ordinance 26-O-1338). This role will oversee the alignment of Tax Allocation District (TAD) investments and other salient sources, programs/initiatives of the NRI Trust Fund, anti- displacement strategies, and cross-sector partnerships to deliver measurable improvements in resident outcomes—not just project outputs.
The SVP will coordinate a “whole-of-government” implementation model working across City departments, Invest Atlanta functions, community stakeholders, community, businesses and institutional partners to ensure investments advance the three pillars of the NRI framework: Displacement Prevention, Neighborhood Stabilization, and Wealth Creation.
KEY RESPONSIBILITIES 1. Strategic Leadership & Implementation
• Lead execution of the Neighborhood Reinvestment Initiative (NRI) as the City’s unified framework for equitable development and shared prosperity.
• Translate the NRI Impact Framework into actionable programs, investment strategies, and performance systems.
• Oversee integration of housing, economic development, infrastructure, and community stabilization policies into a coordinated implementation model.
• Ensure alignment of all NRI-related investments with measurable community outcomes, including housing stability, economic mobility, and neighborhood vitality. 2. Investment Strategy & Portfolio Management
• Direct deployment of the NRI Trust Fund, ensuring compliance with allocation targets.
• Oversee development and execution of new redevelopment plans, updated redevelopment plans, and tri-annual (3-year) investment plans for all TADs.
• Align TAD financing, public-private partnerships, and grant resources with NRI priorities.
• Evaluate and prioritize investments using tools such as the Economic Mobility Index and displacement risk indicators. 3. Anti-Displacement & Neighborhood Stabilization
• Lead implementation of a comprehensive Neighborhood Housing Stabilization Initiative, including: o Preservation of naturally occurring affordable housing (NOAH) o Homeownership pathways and property stabilization tools o Foreclosure prevention and heirs property strategies o Tenant protection and eviction prevention initiatives
• Ensure integration of anti-displacement protections into all redevelopment activities and development incentives. o Advance policies such as Community Opportunity to Purchase (COPA), community preference, and legacy resident support. 4. Cross-Sector Coordination & Governance
• Serve as the primary, NRI executive liaison between Invest Atlanta, Mayor’s Office and City departments, Atlanta Housing, Atlanta BeltLine, and partner agencies, in addition to involvement with philanthropic, nonprofit, and private sector partners
• Support implementation of the Intergovernmental Agreement (IGA) between the City and Invest Atlanta. • Guide coordination and effectiveness of TAD Advisory Committees and community advisory structures.
• Establish and lead a RACI (Responsibility, Accountability, Consultation, Implementation) framework for NRI programs. 5. Project Development and Execution Excellence
• Drive end-to-end project development and execution, ensuring initiatives move from concept to completion with speed, accountability, and measurable impact.
• Translating strategic priorities into actionable initiatives, accelerating delivery timelines, and ensuring high-impact projects are successfully brought to fruition with measurable community outcomes.
• Lead the full lifecycle of complex development initiatives—from concept origination and design through financing, implementation, and completion—ensuring projects are executed efficiently, aligned with NRI goals, and deliver tangible, on-the-ground results.
• Operationalize bold ideas into built outcomes by leading the execution of catalytic projects that transform neighborhoods—ensuring developments are not only planned, but financed, delivered, and sustained for long-term impact. 6. Performance Accountability & Impact Measurement
• Design and oversee a comprehensive performance management system focused on outcomes—not outputs.
• Ensure delivery of 3-year Investment Plans, Bi-annual reports to City Council, Public- facing dashboards tracking investments and impact, and oversee all third-party evaluations.
• Working with key partners, work to establish metrics tied to NRI pillars, including but not limited to: o Eviction and displacement rates o Affordable housing preservation o Small business retention o Wage growth and home-ownership rates
• Drive a culture of data-driven decision-making and transparency. 7. Community Engagement & Equity Leadership
• Ensure authentic and sustained engagement with: Neighborhood Planning Units (NPUs), Community-based organizations, Residents, small businesses, TADACs and cultural stakeholders.
• Advance cultural preservation and community wealth-building strategies.
• Promote equity-centered development that enables legacy residents and businesses to remain, participate, and thrive. 8. Organizational Leadership
• Build and lead a high-performing, cross-functional team.
• Foster collaboration across Invest Atlanta departments (housing, economic development, redevelopment and all support departments).
• Manage complex budgets, funding streams, and program portfolios.
• Elevate Invest Atlanta’s role as the City’s redevelopment agent and implementation partner.

EDUCATION & EXPERIENCE
• Bachelor’s degree in public policy, urban planning, finance, economics, or related field (Master’s preferred).
• 10–15+ years of senior leadership experience in: Economic development, Community development, Housing or redevelopment finance, Public sector or quasi-governmental environments, project development and delivery.
• Strong understanding of: o Tax Allocation Districts (TADs) or similar financing tools o Affordable housing systems and policy o Anti-displacement strategies and equitable development o Project development, management and execution
• Demonstrated ability to lead complex and often ambiguous multi-stakeholder, cross- sector initiatives.
• Preferred experience: o Experience working in or with government agencies, development authorities, or public-private partnerships. o Familiarity with Atlanta’s neighborhoods, policy environment, and community ecosystem. o Experience designing impact measurement frameworks and data dashboards.
