The Senior Vice President / Head of Corporate & Government Affairs is responsible for leading and overseeing the Group’s strategic engagement with governments, regulators, policymakers, multilateral institutions, and key public-sector stakeholders across Southeast Asia and global markets where the Group operates or invests.
This role serves as the Group’s principal authority on government relations, public policy strategy, geopolitical developments, regulatory engagement, and external stakeholder management, ensuring the organization operates effectively within complex and evolving policy environments.
The position plays a central role in safeguarding the Group’s reputation, enabling strategic investments, and strengthening relationships with government partners that are essential to the Group’s long-term investment strategy. The role requires close collaboration with senior leadership, investment teams, portfolio company executives, and external stakeholders to ensure alignment between public policy developments and the Group’s strategic priorities.
The Senior Vice President will lead the development and execution of a comprehensive Corporate & Government Affairs strategy that enhances the Group’s influence, builds trusted institutional partnerships, and supports sustainable long-term value creation across the Group’s investment portfolio.
Key Responsibilities
Government Relations and Public Sector Engagement
• Develop and implement a comprehensive government engagement strategy to strengthen relationships with national, regional, and local governments across the markets where the Group operates and invests.
• Establish and maintain high-level relationships with ministers, senior policymakers, regulatory authorities, sovereign wealth funds, development banks, and public sector institutions.
• Serve as the primary liaison between the Group and government stakeholders on strategic matters including investment initiatives, regulatory frameworks, infrastructure projects, and economic development programs.
• Facilitate effective communication and engagement between the Group’s leadership and key government officials in priority markets.
• Support the Group’s investment strategy by enabling constructive government partnerships that support major investments, project approvals, and strategic initiatives.
• Represent the Group in high-level meetings with government agencies and public institutions to discuss policy developments, investment opportunities, and partnership initiatives.
• Coordinate government relations efforts across the Group’s portfolio companies to ensure alignment and consistency in government engagement strategies.
• Identify and cultivate long-term partnerships with government agencies and institutions that can support the Group’s strategic priorities and regional expansion plans.
• Ensure the Group maintains a reputation as a trusted long-term partner to governments and public institutions in supporting national development priorities.
Public Policy and Regulatory Affairs
• Monitor and analyze legislative, regulatory, and public policy developments that may impact the Group’s investments, operations, and strategic objectives across multiple jurisdictions.
• Develop policy positions and strategic recommendations to help the Group anticipate and respond to emerging regulatory trends and policy changes.
• Provide regular briefings to senior leadership on evolving political, regulatory, and geopolitical developments affecting the Group’s businesses.
• Lead the development of policy submissions, consultation responses, and regulatory engagement strategies with relevant authorities.
• Collaborate with legal, compliance, and investment teams to ensure regulatory engagement strategies align with the Group’s risk management framework.
• Support the Group’s participation in industry policy dialogues and regulatory consultations related to key sectors including infrastructure, energy transition, financial services, digital economy, healthcare, and real estate.
• Identify opportunities for the Group to contribute to policy discussions that support sustainable economic growth and investment in the region.
• Provide strategic guidance to portfolio companies on navigating complex regulatory environments and engaging constructively with regulators.
Strategic Stakeholder Engagement
• Design and implement a structured stakeholder engagement framework to strengthen the Group’s relationships with key external partners.
• Develop and maintain relationships with influential stakeholders including government officials, industry leaders, academic institutions, think tanks, business councils, and international organizations.
• Coordinate the Group’s participation in strategic policy forums, economic summits, and industry platforms across Southeast Asia and global markets.
• Support the Group’s leadership in participating in high-profile policy discussions, economic forums, and public-private dialogues.
• Strengthen the Group’s reputation as a responsible and constructive contributor to regional economic development.
• Establish partnerships with organizations that align with the Group’s long-term investment priorities and policy interests.
Corporate Affairs and External Communications
• Oversee the Group’s corporate affairs strategy to ensure consistent messaging and effective communication with external stakeholders.
• Develop communication strategies that reinforce the Group’s reputation as a responsible long-term investor and partner in national development.
• Manage strategic communications related to major investments, partnerships, corporate initiatives, and policy engagement.
• Coordinate media engagement and external communications related to government relations and policy matters.
• Ensure alignment between corporate communications, investor relations messaging, and government engagement strategies.
• Support the development of thought leadership initiatives that position the Group as a leading voice on investment, sustainability, and economic development in the region.
Strategic Investment Support
• Work closely with investment and corporate development teams to assess political, regulatory, and stakeholder considerations related to potential investments.
• Provide guidance on navigating regulatory approvals, government negotiations, and public sector partnerships associated with major investment transactions.
• Support the development of public-private partnership opportunities that align with the Group’s investment strategy.
• Conduct political risk and regulatory landscape assessments for potential investment opportunities across multiple markets.
• Facilitate government engagement efforts that support the successful execution of large infrastructure and strategic investment projects.
Issues Management and Crisis Response
• Lead the development of frameworks for managing reputational risks, public policy issues, and external crises that may affect the Group.
• Coordinate cross-functional responses to sensitive public issues involving government stakeholders, regulators, or public scrutiny.
• Provide strategic advice to senior leadership on managing complex stakeholder situations and regulatory challenges.
• Ensure the Group maintains effective communication channels with relevant authorities during crisis situations.
• Protect the Group’s reputation by proactively identifying and addressing emerging risks related to public policy or government engagement.
ESG and Sustainability Engagement
• Support the Group’s environmental, social, and governance initiatives through strategic engagement with policymakers and regulatory institutions.
• Participate in policy dialogues related to climate transition, sustainable infrastructure, responsible investment, and digital governance.
• Align the Group’s ESG priorities with national and regional sustainability agendas.
• Represent the Group in multi-stakeholder initiatives focused on sustainable economic development.
• Promote collaboration between the Group and governments in advancing sustainability initiatives and responsible investment practices.
Leadership and Organizational Development
• Build and lead a high-performing Corporate & Government Affairs function capable of supporting the Group’s regional and global operations.
• Establish governance frameworks and best practices for government relations and policy engagement across the organization.
• Develop and mentor a team of government affairs, policy, and communications professionals across multiple markets.
• Provide strategic guidance to portfolio company leadership teams on government engagement and stakeholder management.
• Foster collaboration across internal teams including investment, strategy, legal, compliance, communications, and sustainability functions.
Qualifications and Experience
• Bachelor’s degree required in public policy, political science, economics, international relations, law, business administration, or a related field.
• Advanced degree such as a Master’s in Public Policy, International Affairs, Business Administration, or Law is strongly preferred.
• Minimum of 15–20 years of experience in government affairs, public policy, diplomacy, corporate affairs, or regulatory strategy.
• Demonstrated experience engaging with senior government officials and regulatory authorities across Southeast Asia or other major international markets.
• Strong understanding of regional political dynamics, public policy processes, and regulatory frameworks.
• Experience supporting large-scale investments, infrastructure projects, or public-private partnerships is highly desirable.
• Background in multinational corporations, investment institutions, sovereign wealth funds, government agencies, or international organizations is preferred.
