We are looking for you as early as possible as Cleaning Manager Soft Service for DB-El Sewedy Railway Operation Egypt for the primary location Cairo, Egypt.
The role:
The Cleaning Manager is responsible for the strategic management, planning, and supervision of all cleaning and housekeeping operations across the high-speed rail network — including stations, depots, tunnels, offices, technical rooms, and passenger areas. The role ensures that all facilities are maintained in a clean, safe, and hygienic condition at all times, in compliance with company standards, health and safety regulations, and environmental guidelines.
Responsibilities:
- Develop and maintain cleaning and housekeeping schedules (daily, weekly, periodic, deep-clean) for all DBEE- operated facilities; ensure all tasks are tracked and documented through approved operational systems.
- Establish and maintain cleanliness standards and inspection protocols across all stations, depots, and service points; conduct regular quality audits and report compliance against defined KPIs.
- Act as DBEE's technical authority over cleaning and pest control subcontractors; review method statements and work programs before commencement, conduct quality surveillance inspections, and formally escalate non-conformances through the defined contract management channels.
- Manage service contracts for cleaning and pest control providers; monitor SLA performance, process deviation reports, and submit consolidated compliance reports to the Chief Operation Officer.
- Coordinate emergency and reactive cleaning activities during non-operational hours, ensuring access and permit-to-work requirements are met before commencement of any activity.
- Develop and implement the preventive pest control plan for all operated facilities; manage chemical usage logs, safety data sheets, and regulatory compliance documentation.
- Oversee waste collection, segregation, and disposal in compliance with Egyptian environmental regulations and DBEE HSE requirements; maintain waste management records.
- Monitor consumable and chemical stock levels; raise material requisitions within approved procurement channels and ensure timely supply through subcontractor and vendor coordination.
- Track and control the cleaning and pest control operational budget; report variances and corrective actions monthly to the Chief Operation Officer.
- Produce monthly cleaning and pest control performance reports for management review; investigate complaints, identify recurring failures, and drive corrective actions through the subcontractor management framework.
Qualifications:
- Bachelor’s Degree or Diploma in Facility Management, Industrial Hygiene, or a related discipline.
- Fluent in English and Arabic (written and spoken).
- Strong knowledge of industrial cleaning practices, pest management, and environmental hygiene.
- Minimum 9–12 years of relevant experience, including 3+ years in a supervisory or managerial capacity.
- Proven experience managing large, multi-site cleaning and pest control operations.
- Background in transportation, airport, metro, or high-speed railway environments is highly desirable.
- Proven experience managing subcontractor performance against SLAs and KPIs, including formal non-conformance and contract management.
- Valid HSE certification (NEBOSH General Certificate, IOSH Managing Safely, or Egyptian equivalent). (preferred)
- Knowledge of ISO 45001 (Occupational Health & Safety) requirements as applied to cleaning and pest control operations.
- Strong leadership, planning, and reporting skills; ability to manage large, dispersed subcontracted field teams across multiple sites.
