Digicel Pacific is seeking applications from qualified professionals to join the Technical Department.
The Role
Based in Goroka and reporting to the Site Acquisition Manager, the Site Acquisition Officer is responsible for managing all landowner-related queries and issues within the assigned province. This role ensures continuous and uninterrupted access to sites by proactively engaging with stakeholders and resolving concerns in a timely manner.
The position involves actively monitoring site conditions to prevent potential disruptions, identifying risks early, and taking appropriate action to avoid blockages or access challenges. The Site Acquisition Officer plays a key role in maintaining positive relationships with landowners and ensuring site availability at all times.
Key responsibilities
1. Site Surveys
- Submit completed survey reports two days after returning from the field
- Conduct Land Investigation report to identify correct customary landowners
- Conduct community awareness and submit signed meeting minutes by the community leaders
2. Management of Landowner Issues
- Attend and respond accordingly to landowner queries and site access issues
- Escalate reported issues and payment queries to the SAQ administrator to review and record
- Escalate issues and provide recommendation to internal stakeholders
- Provide assessment of environmental damages according to the Valuer General price list
- Obtain prior approvals from management for the following before having landowner discussions:
i. All dispute resolution payments
ii. Additional/Renewal agreements requested by landowners
iii. Advance Rental payment requests
iv. New/Relocation/Restored sites annual rental rates
3. Management of Site payments
- Submit weekly acquittals (NON-Negotiable)
i. Delivery of cash payments to landowners as per lease agreement and approved one off dispute resolution payments must be submitted with a signed Deed of Release document with photos of transaction completed
ii. Every travel receipt/invoice must be submitted no later than 2x days upon return of the duty travel.
4. Documentation
- Submission of Change Request Form must be attached with Valid Court Documents and signed Meeting minutes
- Submit Land Title documents and Court Documents to SAQ Lawyer for verification
- Submit weekly forecast every Monday and provide daily updates
- Yearly Lease renewals for sites expiring must be renewed before the expiry month
Academic qualifications, Experience & Skills required for this role:
- Diploma or Degree in Public Administration and/or Land management
- At least three (3) years’ experiences in the following:
- Knowledgeable in Land administration law:
- Land surveying and mapping
- Knowledgeable in the functions of the relevant government departments
- Apply the different negotiation skills to the different audience
- Ability to work unsupervised and the ability to multi-task
- Good team player with excellent communication and interpersonal skills.
- Ability to meet set deadlines
- Be a self-starter
