Position: SOCIAL SERVICES PROGRAM SPECIALIST 2

The Nevada Health Authority is hiring for multiple Social Services Program Specialist II positions located in Reno or Carson City within the Waiver, Hearings, and Behavioral Health units. Incumbents will analyze, interpret, and apply federal, state, and division regulations; ensure Medicaid recipients and providers are afforded due process and the opportunity for a fair hearing; provide policy and program support related to crisis services, including crisis intervention centers and mobile crisis;

and collaborate with internal and external stakeholders. The ability to read, interpret, and apply state and federal regulations relevant to policies and procedures is essential to success in these roles. Strong communication skills are vital for effectively conveying information, collaborating with team members, and maintaining positive professional relationships.

Responsibilities

  • Perform administrative and professional work in conjunction with the administration of statewide public assistance, medical assistance, or social services programs.
  • Interpret regulations and laws; develop program policies and procedures; conduct quality assurance and quality control; prepare statistical and narrative reports for federal and state entities and division/department management.
  • Develop and enhance automated systems that support program operations.
  • Interact with clients to resolve customer service issues without delivering direct services to program participants.
  • Develop and revise program documentation, including State plans, policy manuals, procedures, and contracts, ensuring compliance with federal regulations and state laws.
  • Monitor program quality and compliance, design monitoring instruments, develop and monitor management information reports, conduct on-site reviews of program operations and records, summarize findings, and develop corrective action plans.
  • Provide technical assistance and guidance to program staff and respond to inquiries from agency management, other government agencies, community representatives, media representatives, attorneys, and the general public.
  • Conduct research studies to provide administration with needed information, plan studies, design instruments, analyze data, and prepare comprehensive reports with recommendations.
  • Prepare and monitor program operating budgets, develop annual budgets, allocate funds among program offices, monitor revenue and expenditures, and propose funding adjustments.
  • Promote social services or medical assistance programs, serve as a spokesperson, communicate with program personnel, clients, providers, media, community groups, and government officials, deliver speeches, write press releases, and develop informational materials.
  • Develop and implement training programs, analyze and research training needs, develop curricula and materials, establish training schedules, conduct training sessions, and evaluate and update curricula.
  • Provide technical guidance to service providers, explain policies, procedures, and regulations, and consult on problematic cases.
  • Participate in development, maintenance, and enhancement of computerized systems; research and evaluate staff needs; initiate system change requests; test and implement system changes; and prepare documentation for the system manual.

Qualifications

  • Bachelor’s degree from an accredited college or university in a field pertinent to the program assignment and one year of professional experience providing social services to clients or program development and evaluation requiring application of regulations, laws, policies, and procedures in making determinations.
  • OR Bachelor’s degree from an accredited college or university in a field pertinent to the program assignment and one year of professional experience providing medical assistance programs, services, or healthcare services to clients or program compliance and evaluation requiring application of regulations, laws, policies, and procedures in making determinations.
  • OR one year of experience as a Social Services Program Specialist I in Nevada State service.
