The Senior Program Manager leads the operational delivery of eCYBERMISSION, a flagship national STEM competition within the Army Educational Outreach Program (AEOP). The Senior Program Manager is responsible for planning, coordinating, executing, and continuously improving all phases of the competition cycle, including participant recruitment, judging operations, program data systems, and national event logistics.
Working in close collaboration with the Director of Competitions, the Senior Program Manager ensures the program operates efficiently, meets sponsor requirements, and delivers high-quality experiences for student participants, educators, and volunteers nationwide.
ESSENTIAL DUTIES
Program Leadership & Staff Supervision
- Provide operational leadership, planning, coordination, and execution of the eCYBERMISSION program across the full competition cycle.
- Supervise program staff, including assigning responsibilities, setting priorities, providing coaching and feedback, and supporting professional growth.
- Establish clear timelines and accountability structures to ensure program milestones are met.
- Provide direction and oversight to vendors and consultants as needed.
- Work with the Director of Competitions to foster a high-performing, mission-driven team environment.
- Lead operational planning and execution of the competition’s national event in collaboration with internal staff, vendors, and stakeholders.
Competition Management & Judging
- Manage and coordinate operational aspects of the eCYBERMISSION competition, from launch through awards and post-season review.
- Manage the competition judging process, including judge recruitment, onboarding, training coordination, scheduling, and support.
- Ensure judging processes are fair, consistent, and transparent and address issues as they arise.
- Partner with staff and stakeholders to continuously improve judge and participant experience.
Program Oversight & Continuous Improvement
- Coordinate across teams to ensure program components are delivered consistently and on schedule.
- Identify operational improvement opportunities and implement approved enhancements to improve program efficiency, scalability, and participant experience.
- Coordinate implementation of program updates and enhancements developed by education and subject matter staff.
- Collect and analyze program data, feedback, and outcomes to inform planning and decision-making.
- Identify risks and operational challenges and develop mitigation strategies.
Educator & Stakeholder Engagement
- Support and coordinate educator engagement strategies in collaboration with education content staff to support recruitment, retention, and satisfaction.
- Support relationship-building with educators, school administrators, partners, volunteers, and internal stakeholders.
- Ensure messaging and outreach efforts are coordinated, timely, and aligned with program goals.
- Serve as a program representative in meetings, webinars, conferences, and outreach activities as needed.
Planning, Reporting & Compliance
- Develop and manage program plans, timelines, and deliverables.
- Monitor participation data, operational metrics, and program spending against approved budget parameters to support reporting and planning.
- Ensure program operations comply with organizational policies, sponsor requirements, and applicable guidelines.
- Manage program data systems and reporting infrastructure to ensure accuracy, integrity, and accessibility.
- Support preparation of reports and program documentation required by sponsors.
- Document competition processes and standard operating procedures to improve program consistency and continuity.
Partnerships & Cross-Functional Collaboration
- Collaborate with internal teams including Marketing & Communications, Business Development, Technology, and Business Office to support program implementation and deliverables.
- Maintain strong collaborative working relationships with consortium partners, the U.S. Army, educators, participants, volunteers, and other stakeholders.
- Support cross-functional initiatives related to program growth, visibility, and sustainability.
REQUIRED SKILLS AND ABILITIES
- Demonstrated ability to manage complex operational programs involving multiple stakeholders, timelines, and deliverables.
- Strong analytical skills with the ability to interpret program data and inform operational decision-making.
- Strong organizational skills and attention to detail, with a focus on process improvement and operational excellence.
- Experience managing program systems, data tracking, and reporting processes.
- Experience supervising staff and working collaboratively across departments to achieve program goals.
- Ability to anticipate operational challenges and implement practical solutions.
- Excellent written, verbal, and interpersonal communication skills.
TRAVEL REQUIRED
Travel (10%) is required to attend competition national events, event site visits, NSTA national conferences, partner meetings, and other travel as deemed necessary by the Director of Competitions and NSTA.
EDUCATION AND/OR EXPERIENCE REQUIREMENTS
- Bachelor’s degree from an accredited college or university in education, public administration, nonprofit management, business administration, or a related field. A master’s degree is preferred.
- 6–10 years of progressively responsible experience in program management, project management, or operations leadership, preferably within a nonprofit, education, STEM outreach, or grant-funded environment.
- Demonstrated experience supervising staff, contractors, or program teams and managing workload distribution to ensure program deliverables are achieved.
- Experience managing large-scale programs or national initiatives involving multiple stakeholders, deadlines, and operational phases.
- Experience managing program operations within approved budget parameters and collaborating with grant administration and finance teams on financial tracking and reporting.
- Experience working with federally funded programs, grant-funded initiatives, or government-sponsored programs is strongly preferred.
- Demonstrated experience managing data systems, program metrics, and reporting processes to support program evaluation and operational decision-making.
- Experience coordinating large events, competitions, or multi-phase programs involving participants, volunteers, or external partners.
- PMP certification or equivalent training is a plus.
- Familiarity with STEM education programs or military-affiliated initiatives is desirable.
REQUIRED TECHNICAL SKILLS
- Advanced proficiency with Microsoft Excel and program data management tools.
- Proficiency with Microsoft 365 applications, including Word, PowerPoint, Outlook, and Teams.
- Experience with CRM systems, project management systems, program databases, registration platforms, or participant management systems.
- Strong ability to analyze program data and generate reports for internal leadership and external stakeholders.

COMPENSATION
$90,000–$100,000
POSITION LOCATION
This position is remote with core hours between 10:00 AM and 3:00 PM eastern.
