Stormwater Coordinator
Position Summary
The Stormwater Coordinator is responsible for administering the City’s Stormwater Management Program and ensuring compliance with federal, state, and local stormwater regulations, including MS4 permit requirements. This position conducts inspections, investigates drainage and water quality concerns, coordinates regulatory reporting, and assists with stormwater infrastructure and flood mitigation efforts.
Essential Duties And Responsibilities
Regulatory Compliance
- Administer and maintain the City’s MS4 Stormwater Management Program.
- Ensure compliance with EPA, DEQ, and local stormwater regulations.
- Prepare annual reports and maintain records required by regulatory agencies.
- Develop and update stormwater policies, procedures, and Standard Operating Procedures (SOPs).
- Assist in the implementation and documentation of the City’s Total Maximum Daily Load (TMDL) Baseline Monitoring Plan, including:
- Coordination of monitoring activities
- Data collection
- Recordkeeping
- Reporting to support water quality compliance and impaired watershed management efforts
Inspections and Investigations
- Conduct inspections of construction sites, municipal facilities, and stormwater infrastructure.
- Investigate complaints regarding:
- Flooding
- Drainage issues
- Erosion
- Illicit discharges
- Illegal dumping
- Document findings and coordinate corrective actions as needed.
Public Outreach and Training
- Coordinate stormwater education and outreach activities.
- Respond to citizen inquiries regarding drainage, flooding, and stormwater concerns.
- Assist with employee training related to stormwater compliance and pollution prevention.
Project Coordination
- Coordinate with contractors, developers, consultants, and regulatory agencies on stormwater-related projects.
- Review drainage studies, stormwater plans, and erosion control measures.
- Assist with planning and implementation of drainage and flood mitigation projects.
Records and Reporting
- Maintain stormwater program records, databases, maps, and inspection documentation.
- Track compliance activities and prepare reports, correspondence, and presentations.
Minimum Qualifications
- Two (2) years of experience in stormwater management, environmental compliance, construction inspection, public works, or a related field.
- Valid Oklahoma Driver License.
Preferred Qualifications
- Associate’s degree in Environmental Science, Engineering Technology, Construction Management, or a related field; or an equivalent combination of education and experience.
- Certified Floodplain Manager (CFM).
- Experience administering an MS4 permit program.
- Experience with GIS, drainage systems, or construction site inspections.
Working Conditions
- Combination of office and field work.
- Exposure to varying weather conditions, construction sites, drainage structures, and traffic hazards.
- Occasional after-hours work may be required during storm events or emergency situations.
