Position Overview

We are seeking a Vice President / Senior Vice President, Federal Growth & Government Partnerships to lead federal new business development and growth initiatives for Empower–Ocean Media Group.

This role is based in Washington, D.C. and is designed for a highly experienced federal business development executive who understands how to successfully navigate the government procurement ecosystem and consistently win federal marketing and communications contracts.

This is not a passive relationship-management role.

This is a hands-on, execution-oriented growth leadership role focused on:

  • identifying opportunities
  • building strategic relationships
  • leading capture efforts
  • managing proposal development
  • driving exceptional process discipline
  • and ultimately winning federal business

The ideal candidate has a successful track record helping agencies secure federal contracts across communications, media, advertising, strategic communications, public education campaigns, digital transformation, content, multicultural outreach, behavioral change initiatives, and integrated marketing services.

Responsibilities

Lead Federal New Business Growth

  • Identify, qualify, and pursue federal marketing and communications opportunities across civilian and government agencies
  • Build and manage a strategic federal opportunity pipeline
  • Lead capture strategy from early-stage positioning through award
  • Drive opportunity qualification and bid/no-bid decisions with discipline and rigor
  • Monitor SAM.gov, procurement databases, agency forecasts, and consultant ecosystems for opportunities
  • Build strategic teaming relationships where appropriate

Lead Proposal & Procurement Excellence

  • Direct and manage complex federal RFP and proposal processes
  • Ensure strict compliance with all federal procurement requirements and timelines
  • Lead proposal development with exceptional attention to detail, organization, and quality control
  • Coordinate internal and external contributors across multiple disciplines
  • Drive proposal calendars, workflows, review cycles, and submission processes with precision
  • Develop compelling executive narratives that clearly differentiate Empower–Ocean’s capabilities and value proposition

This role requires operational excellence and exceptional process management capabilities.

Build Government Relationships

Develop trusted relationships with:

  • Federal procurement leaders
  • Agency communications and marketing leaders
  • Government affairs stakeholders
  • Contracting officers
  • Small business and diversity offices
  • Industry consultants and teaming partners

Represent Empower–Ocean as a credible, trusted, and strategic long-term partner to government institutions.

Expand Federal Market Presence

  • Represent Empower–Ocean at federal industry events, procurement forums, conferences, and public sector marketing gatherings
  • Help establish Empower–Ocean as a leading independent partner for government communications and media services
  • Contribute to long-term federal growth strategy and market positioning

Preferred Experience

  • 10+ years of federal business development and/or capture leadership experience
  • Proven history winning federal communications, marketing, media, or public engagement contracts
  • Strong understanding of federal procurement and contracting environments
  • Experience with agencies such as:
  • HHS
  • CMS
  • Department of Defense
  • Department of Veterans Affairs
  • Department of Homeland Security
  • USDA
  • SBA
  • Treasury
  • State and local government organizations
  • Existing network within the federal marketing and procurement ecosystem
  • Experience managing complex multi-million-dollar proposal efforts
  • Exceptional written communication and presentation capabilities
