Position Location

Senior Investigator position will be headquartered in the Sulphur Springs Region, Texas. Candidates must reside in Smith, Gregg, Harrison, or Panola County.

General Description

The Livestock Enforcement Investigator provides complex investigative work within the Texas Animal Health Commission, reporting to a Senior Investigator and working closely with state law enforcement and other government agencies to enforce TAHC rules and regulations related to livestock movement.

Essential Duties

  • Conduct compliance inspections and investigations for livestock movement throughout Texas.
  • Enforce TAHC rules and regulations at roadside inspections and statewide events, including livestock shows, fairs, rodeos, and other similar events.
  • Coordinate or conduct inspections and investigations of alleged violations of laws, rules, and regulations.
  • Investigate complaints of noncompliance, review records, interview witnesses, and summarize findings.
  • File criminal complaints with appropriate courts, testify and present evidence at hearings or court proceedings.
  • Maintain frequent contact with court personnel, prosecuting attorneys, law enforcement agencies, private veterinarians, livestock producers, and market operators.
  • Communicate with the TAHC Compliance Department to inform management of inspection, investigation, and daily schedule issues.
  • Develop and provide training to field staff, animal health, and law-enforcement agents on compliance matters.
  • Assist with emergency management activities.
  • Complete and submit weekly time reports, travel vouchers, and complaint filing reports.
  • Perform other duties as assigned.

Qualifications

  • Minimum Qualifications:

    Degree from an accredited four-year college or university. Investigative or animal health inspector experience may substitute for a degree on a year-for-year basis.

  • Knowledge of investigative principles, techniques, and procedures; laws governing livestock movement; court procedures, practices, and rules of evidence.
  • Computer proficiency and ability to use applicable software.
  • Exceptional written and verbal communication skills and ability to interact effectively with staff, associates at all levels, and the general public.
  • Ability to plan, organize, and conduct investigations; prepare concise reports; and testify in hearings and court proceedings.
  • Prepared to participate in rotating duty assignments up to two weeks away from the regular duty station, including working in adverse conditions, irregular hours, and compensation time.

Other Requirements

  • Valid Texas driver’s license and safe driving record.
  • Reliable transportation.
  • Acceptance of the captive background check and moving-violation record from the Texas Department of Public Safety.
  • Mileage reimbursed at the current allowance rate.
  • Proof of eligibility to work in the U.S. in compliance with the Immigration Reform and Control Act, confirmed by E-Verify.
  • For males aged 18-25 required to register with the Selective Service, proof of registration or exemption upon hire.
