JOB SUMMARY
- To directly assist HOD in transforming the Procurement Department into a World Class Procurement department capable of delivering controls, transparency, value and business sense in all sourcing exercises in Air Selangor (AIS) for the short and long term.
- This role has a direct bearing on DRIVING and ENSURING that the required organizational behaviors, core values and required ways of working (including revising and streamlining processes) are embedded, well executed, pushed through and permeate clearly in all parts of Procurement within the Company. This allows the candidate to be a Leader and Critical Change Agent in the AIS transformation journey.
- To be able to know when certain processes are non-beneficial and therefore can provide constructive feedback and suggestions to HOD, Management Team and CEO for further improvement.
- To motivate staff to embrace the AIS Core Values and provide direct coaching so that these Core Values are internalized by the staff. Managing, mentoring and coaching of staff is a critical part of this position to continuously elevating the competency of Procurement Excellence Section / Transformation & Policies Unit personnel.
- Must be able to make major impact on EFFICIENCY and EFFECTIVENESS of the Procurement Department and consequently to the Company’s bottom line.
- Overall, to lead and manage the performance of all units under Procurement Excellence Section and have KPIs reflective of this role.
KEY RESPONSIBILITIES & CHALLENGES
Management And Overall Planning
- To support HOD in devising and implementing adequate and effective procurement governance and controls in AIS.
- To manage short and long-term procurement planning and performance monitoring.
- To continuous streamline / improve procurement processes and to identify opportunities to enhance efficiencies and effectiveness.
- To lead and manage Secretariat support for Board procurement Committee (BPC), Management Procurement Committee (MPC), Tender Evaluation Committee (TEC), Tender Opening Committee (TOC) and Project Review Committee (PRC).
- To lead and manage Capex / Opex budget planning and monitoring for Air Selangor.
- To lead and facilitate the progression from operational procurement to strategic procurement, including the transformation from portfolio management to category management as appropriate.
- To lead and manage office management and tendering support for Procurement Department.
- To lead the digitization initiatives for Procurement department.
- To lead and implement effective vendors registration and vendors performance management procedures.
- To devise and support competency development / training programs for Procurement personnel.
- To support and advise Procurement Operations Section on contracting strategies and commercial modelling as required.
Team Supervision
- Provide supervision and guidance to all staff within Procurement Excellence Section
Minimum Qualifications
- Bachelor as minimum preferably in Procurement, Supply Chain Management, Business Administration, Engineering, Finance, Economics, or a related field.
- A Master’s Degree or MBA would be an advantage
- Professional certification in procurement or supply chain management such as CIPS, CSCP, CPCM, or equivalent is highly preferred.
Knowledge and Experience
- Broad knowledge in various areas related to procurement / supply chain, including but not limited to: contractual laws, risk management, project management, vendor management, finance processes, tender board administration, health, safety and environment (HSE), trade practices and digital technologies etc
- Minimum 15 years of relevant working experience in various procurement roles, including a combination of following:
- Strategic procurement and category management
- Pre-award sourcing
- ERP and procurement system
- Procurement policy and governance framework
- Minimum 5 years of working experience in managerial and leadership role
- Proven experience in utilities, water services, infrastructure, engineering, construction, energy, government-linked companies, or regulated industries is preferred
