Summary
Coordinate, administer, and support grant management and related activities for the Violence Prevention Programs Unit (VPPU), which includes the Human Trafficking Prevention and Response Program and the Sexual Violence Prevention Program. Implement grants and contracts (state, federal, and private), manage RFPs, application review, award contracting, invoicing, monitoring, and ensure compliance with funding source requirements.
Primary Responsibilities
- Oversee programmatic monitoring for VPPU grant and contract programs such as Safe Harbor, labor trafficking services, and federal RPE subawards.
- Manage and monitor grant programs and contracts administratively and financially, including those established under M.S. 145.4716 and M.S. 144.385, subawards under federal RPE, and other federal and private awards.
- Initiate, build, and sustain community partnerships and community development to increase access to services for survivors and promote health‑equity–informed prevention initiatives.
- Lead requests for proposals, application review, award contracting, invoicing, monitoring, and ensure grantee compliance with funding source requirements.
- Develop and update policies and procedures related to grant and contract management within the VPPU and related divisions.
- Monitor VPPU compliance with grant awards from state, federal, and private sources.
Eligible for up to 50% telework for applicants residing in Minnesota or within 50 miles of the assigned work location. Applicants residing outside Minnesota must be able to relocate within 30 days.
Minimum Qualifications
- Two (2) years of experience administering grants, contracts, or public programs, including RFPs, application review, award administration, contract management, monitoring, invoicing, or compliance.
- Experience coordinating projects or programs involving multiple internal and external stakeholders.
- Experience interpreting and applying policies, regulations, or funding requirements for program or grant compliance.
- Experience providing technical assistance, consultation, or training to stakeholders, grantees, contractors, or partner organizations.
- A master’s degree may substitute for eighteen (18) months of experience; a bachelor’s degree may substitute for twelve (12) months; an associate’s degree may substitute for six (6) months.

Preferred Qualifications
- Experience managing state or federal grant programs, including monitoring, RFPs, contracting, invoicing, and compliance.
- Experience in public health, violence prevention, victim services, behavioral health, or other human services programs.
- Experience building and maintaining partnerships with Tribal Nations, community‑based organizations, governmental agencies, healthcare organizations, or other diverse stakeholders.
- Experience developing and delivering technical assistance, training, presentations to grantees, partners, or professional audiences.
- Experience interpreting and applying state and federal laws, regulations, or policies related to grant administration, public health, or human services programs.
