Position Summary

The VP / Head of Government Programs & Strategic Funding will lead identification, pursuit and execution of federal funding, grants, contracts, offtake agreements, cooperative agreements and strategic agency partnerships across the firm’s portfolio companies. The role will focus on DOD, DOE, NASA, Space Force, Department of Commerce, EXIM, DPA Title III, SBIR/STTR and other national-security or energy-transition funding channels.

Core Responsibilities

  • Build a federal funding roadmap across REE, uranium, SMR, satellite/space and adjacent portfolio companies.
  • Source, qualify and lead applications for grants, cooperative agreements, OTAs, DPA awards, DOE funding, DOD industrial base funding and strategic offtake opportunities.
  • Develop relationships with DOD, DOE, NASA, Space Force, national labs, congressional offices, prime contractors and agency program managers.
  • Translate technical projects into fundable federal narratives: national security, supply-chain resilience, domestic manufacturing, energy security and China-risk mitigation.
  • Coordinate with portfolio CEOs, technical teams, legal, finance and outside lobbyists/grant writers.
  • Manage proposal calendars, compliance, reporting obligations, milestones and agency communications.
  • Identify teaming partners, primes, universities, national labs and subcontractors.
  • Support board/investor materials related to government funding pipeline and strategic federal revenue.
  • Monitor legislation, appropriations, NOFOs, RFPs and agency priorities.

Ideal Background

  • 10–20+ years in federal business development, government affairs, defense contracting, DOE/DOD programs, critical minerals, nuclear, aerospace, energy or national-security technology.
  • Direct experience winning federal grants, contracts, cooperative agreements or OTAs.
  • Strong knowledge of DOD, DOE and/or NASA procurement and funding pathways.
  • Experience with critical minerals, uranium, nuclear fuel fabrication & enrichment, SMR, space systems, satellite technology or defense industrial base strongly preferred.
  • Former agency, national lab, defense contractor, energy company, aerospace company or congressional/appropriations background highly valuable.
  • Ability to speak with engineers, geologists, metallurgists, nuclear specialists, investors and government officials.
