Job Summary

The Wet Utility Project Manager is responsible for leading the planning, execution, and successful delivery of wet utility infrastructure projects, including potable water, sewerage, stormwater drainage, irrigation, and firefighting networks. The role ensures projects are delivered safely, on time, within budget, and in compliance with contractual, quality, and regulatory requirements. The Project Manager coordinates with multidisciplinary teams, manages subcontractors and stakeholders, and drives project performance from initiation through commissioning and final handover.

Key ResponsibilitiesProject Management

• Lead wet utility infrastructure projects from planning through commissioning and final handover.
• Develop, review, and manage Project Execution Plans (PEP), project schedules, resource plans, procurement plans, and risk management strategies.
• Monitor project progress against approved schedules and implement corrective actions or recovery plans when required.
• Ensure project delivery meets schedule, budget, quality, safety, and contractual objectives.
• Monitor project KPIs, productivity, milestones, and critical path activities.
• Review and approve project progress reports, forecasts, and recovery schedules.
• Lead project review meetings and drive timely resolution of project issues.

Planning & Coordination

• Oversee engineering, procurement, construction, testing, commissioning, and handover activities.
• Coordinate construction sequencing across multiple engineering disciplines to prevent interface conflicts.
• Ensure look-ahead schedules are developed and effectively coordinated with site teams, subcontractors, consultants, and suppliers.
• Participate in planning meetings and maintain alignment between all project stakeholders.

Infrastructure Coordination

• Coordinate wet utility works with roads, highways, electrical, telecommunications, street lighting, landscaping, structural works, and other infrastructure disciplines.
• Resolve design and construction interface issues to ensure efficient project execution.
• Ensure utility installations are fully integrated with existing and proposed infrastructure.

Contract & Commercial Management

• Manage contract administration and ensure compliance with contractual obligations.
• Review and approve variation orders, claims, Extension of Time (EOT) requests, and commercial submissions.
• Monitor project budgets, cash flow, cost forecasts, and financial performance.
• Coordinate procurement activities for long-lead materials, equipment, and subcontractors.
• Support commercial negotiations and contract administration activities.

Stakeholder Management

• Serve as the primary point of contact for clients, consultants, utility authorities, subcontractors, contractors, and government agencies.
• Conduct progress meetings, coordination workshops, and executive project reviews.
• Prepare and present project status reports and performance dashboards to senior management and clients.
• Build strong working relationships to facilitate timely decision-making and project success.

Subcontractor Management

• Lead, supervise, and evaluate subcontractor performance throughout the project lifecycle.
• Coordinate multiple contractors working simultaneously across project areas.
• Monitor subcontractor productivity, quality, safety performance, and contractual compliance.
• Ensure subcontractors adhere to approved schedules, project procedures, technical specifications, and HSE requirements.
• Resolve construction conflicts, resource constraints, and interface issues to maintain project progress.

RequirementsEducation

• Bachelor's degree in Civil Engineering, Mechanical Engineering, or a related Engineering discipline.

Experience

• 10–15 years of experience in infrastructure construction projects.
• Minimum 5 years of experience managing wet utility infrastructure projects.
• Proven experience delivering water supply, sewerage, stormwater drainage, irrigation, and firefighting network projects.
• Experience managing multidisciplinary infrastructure projects.
• Experience leading subcontractors, suppliers, and multiple contractors on large-scale EPC or infrastructure projects.

Technical Knowledge

• Strong knowledge of wet utility infrastructure construction and project execution.
• Comprehensive understanding of potable water, sewerage, stormwater drainage, irrigation, and firefighting systems.
• Experience coordinating utilities with roads, electrical, telecommunications, structural, and landscape infrastructure.
• Knowledge of contract administration, claims management, variation orders, and Extension of Time (EOT) procedures.
• Familiarity with international engineering standards, construction specifications, and utility authority regulations.

• Strong understanding of HSE management systems and quality management standards (ISO 9001, ISO 14001, ISO 45001).
