Introduction
The Department of Municipal and Northern Relations is looking to fill the position of Assistant Deputy Minister, Outcomes and Strategic Policy, on a regular / full-time basis. Duties:
Reporting to the Deputy Minister, the Assistant Deputy Minister is responsible for driving effective strategic policy direction and programs that impact Manitoba’s municipalities, including City of Winnipeg. The Outcomes and Strategic Policy (OSP) division leads the negotiation and administration of federal-provincial Infrastructure agreements, and delivers municipal operating grants, infrastructure funding, and application-based community development and municipal project funding programs.
As a member of the department’s executive management team, the Assistant Deputy Minister provides program advice and policy support to the Minister, Deputy Minister, Treasury Board Secretariat and department’s executive, and leads and supports multi-department and stakeholder efforts to fulfil the department’s mandate.
Qualifications:
Essential:
Master’s Degree in Public Administration or a related discipline is preferred. Completion of Public Sector Management Certificate combined with extensive knowledge and experience of legislative and policy development, stakeholder engagement, and complex policy and financial analysis and/or problem solving.
Proven ability as a leader with a commitment to create, support and sustain a diverse environment that enables staff to achieve significant outcomes and results and to develop and position the department for the future.
Demonstrated ability to leverage opportunities for innovation, find creative solutions to issues, and successfully manage change.
Management experience with responsibility for human and financial resources.
Experience leading teams to translate strategic and provincial priorities into clear operational and business plans, and experience with strategic performance management and measurement systems (e.g. Key Performance Indicators, Balanced Scorecards).
Strong verbal and written communication skills with experience managing internal and external stakeholder relationships.
High degree of political acumen and understanding of Provincial and Municipal political sensitivities demonstrated through experience providing strategic advice to senior leaders on complex topics and sensitive issues.
Financial acumen with experience in budgeting and financial management.
Experience providing senior leadership and direction in the design and implementation of legislation, policies and programs.

Must be able to travel throughout Manitoba, including overnight stays as required
