VicReturn is an exciting business, tasked with the oversight and administration of Victoria’s Container Deposit Scheme (“CDS Vic”), which went live on the 1st of November 2023. At VicReturn we are motivated to help keep beverage containers out of landfill, creating clean streams of recycled materials that help to build our Circular Economy by promoting product stewardship of all Beverage Suppliers in Victoria.

As the appointed Scheme Coordinator for CDS Vic, we work with government and partners to oversee the building of a large-scale container recycling network which will play a key role in transforming Victoria’s waste and recycling system. Through a 10c refund for every eligible container returned we will encourage Victorians to collect and recycle their beverage containers, making a positive difference to our people, environment and local industry.

About the role:

The Auditor supports the Risk and Audit function to deliver audit outcomes which maintain and advance operational integrity of the Victorian Container Deposit Scheme. This is achieved by delivering and supporting operational audit engagements of multiple Scheme participants in line with VicReturn’s Operational Audit Program. The primary purpose of this role is to help maintain and build confidence in the Scheme.

Key Responsibilities

Operational Audit Program

  • Support the Operational Audit Manager in the delivery of the VicReturn Operational Audit Program covering all key Scheme stakeholders
  • Understand the detail of multiple Scheme instruments (Scheme legislation, contractual obligations, operating agreements, policies and procedures) to assess compliance and identify actual and potential integrity exposures
  • Deliver audits consistent with the Operational Audit Program and obligations of Scheme instruments to enable oversight of compliance with obligations and implementation of effective controls which monitor activities of Scheme participants
  • Request information, and conduct interviews and information gathering exercises with relevant stakeholders
  • Review stakeholder records, transaction data, stock reconciliations, destruction records, transport documentation and supporting evidence
  • Prepare and document clear, accurate and evidence-based audit findings
  • Explain and present audit findings clearly and objectively
  • Document complete, accurate and timely audit reports and workpapers that may be subject to external review by the Independent Scheme Auditor

Primary Network – Network Operators and Refund Collection Points

  • Conduct desktop and on-site audits of:
  • Network Operator processes (relevant to the Scheme)
  • Container processing facilities
  • Refund Collection Points

Secondary Network – Material Recovery Facilities (MRFs) and Recyclers

  • Conduct desktop and on-site audits of:
  • Claim statements and supporting evidence submitted by MRFs
  • Facilities to verify material processing, management and logistics controls

Administration & Reporting

  • Meet required internal and external reporting obligations and associated processes related to audits undertaken
  • Support and contribute to additional Risk and Audit team activities as required
  • Ensure effective records management is maintained and up to date in line with all external requirements and internal expectations
  • Ensure all relevant VicReturn policies and procedures are understood and complied with in the fulfilment of the role

Stakeholder Management

  • Positively represent the Risk and Audit function, and VicReturn through day-to-day relationships with all internal and external stakeholders
  • Engage with stakeholders based on a foundation of mutual respect, enabling delivery of the most effective outcome for Scheme integrity
  • Develop relationships with key stakeholders to acquire complete and accurate information in a timely manner
  • Actively engage with Scheme partners and participants to determine practical and pragmatic improvements focusing on compliance and continuous improvement
  • Contribute to a culture that promotes integrity, quality and teamwork

About you

  • Strong analytical and problem-solving skills

  • Strong interpersonal and stakeholder management skills
  • Proficient report writing skills including spelling, grammar and messaging for various audiences
  • High attention to detail and ability to self-manage quality of work performed
  • Ability to manage sensitive or contentious matters professionally
  • Excellent collaborator known for achieving results in challenging environments
  • Effective working under limited supervision and able to manage own task load
  • Experience working under time constraints, managing priorities and delivering high-quality outcomes
  • Proficient in Microsoft Office applications, particularly Excel
  • Current driver licence and willingness to travel to operational sites, including regional locations

Technical Skills/Experience

  • Contributing to an operational audit program and work streams
  • Conducting audits, compliance reviews or assurance activities
  • Undertaking audit activities in an operational setting and working across multiple stakeholders
  • Preparing defensible audit documentation and deliverables
  • Working with complex and/or detailed compliance obligations
  • Understanding of risk management, internal controls and compliance principles
  • Knowledge and experience using systems, data analytics processes and reports to undertake audit activities
