We are seeking a highly experienced Chief Technology Officer (CTO) to lead the organization’s technology and digital transformation agenda in line with Saudi Vision 2030 and national digitalization initiatives.
The CTO will be responsible for shaping and executing the organization’s technology strategy, ensuring the delivery of secure, scalable, and citizen-centric digital services within a highly regulated government environment.
Key Responsibilities
- Develop and execute a comprehensive technology strategy aligned with organizational objectives and Vision 2030
- Lead large-scale digital transformation and e-government initiatives across the organization
- Ensure compliance with KSA regulatory frameworks, including:
- National Cybersecurity Authority (NCA) guidelines
- SDAIA (Saudi Data & AI Authority) regulations
- CITC / CST regulations
- Oversee enterprise-wide IT architecture, infrastructure, and application development
- Drive adoption of cloud technologies, AI, data analytics, and smart solutions
- Ensure robust cybersecurity posture and data governance frameworks
- Partner with senior government stakeholders, ministries, and regulators
- Lead vendor management, RFP processes, and system integrators across major programs
- Build and lead high-performing technology and digital teams
- Manage multi-million SAR budgets, ensuring efficiency, governance, and transparency
- Establish best practices in IT governance, risk management, and service delivery
Requirements
- Bachelor’s or Master’s degree in Computer Science, Information Technology, Engineering, or related field
- 15+ years of progressive technology leadership experience, including senior roles such as CTO, CIO, or Director of Technology
- Proven track record in delivering large-scale government or public sector transformation programs in KSA or GCC
- Strong knowledge of Saudi regulatory and compliance frameworks
- Deep expertise in:
- Enterprise architecture and system integration
- Cloud platforms (Azure, AWS, G-Cloud, STC Cloud)
- Cybersecurity and information assurance
- Data management and analytics
- Experience working in complex, multi-stakeholder environments
- Strong leadership, communication, and stakeholder engagement skills
Preferred Qualifications
- Knowledge of Vision 2030 initiatives and digital government programs
- Professional certifications such as TOGAF, CISSP, PMP, ITIL
- Arabic language skills are highly preferred
