Responsible for all customs-related affairs and compliance work of overseas local (trading company/factory), handle daily customs affairs independently, take the lead in promoting the construction and landing of the business customs compliance system, with KPI assessment.

Responsibilities

Customs Management

  • [Import Law] Specialize and knowledgeable in the import law;
  • [Import & Export Customs Clearance] Be familiar with local customs affairs, coordinate with customs, handle daily import/export customs clearance issues (e.g., incomplete documents, on-site inspection) to ensure timely and smooth cargo clearance;
  • [Industrial Programs] Familiar and have a high knowledge in the industrial programs, such as prosec, immex, oea, 8th rule, drawback, etc;
  • [HS Code Classification Management] Be responsible for import/export commodity classification, establish and maintain a continuously updated commodity classification database to ensure accurate and compliant classification, and conduct regular classification review, risk investigation and follow-up;
  • [Process Management] Standardize and streamline processes, output SOPs for all operational processes and conduct regular/irregular follow-up on actual implementation;
  • [Third-Party Logistics Management] Complete the access conditions for third-party logistics providers in accordance with procurement management measures, ensure complete clauses, and strictly review and manage the qualification, scale and performance of third-party agents with dynamic management;
  • [Preferential Policy Management] Take the lead in applying for and utilizing local Mexico certified origin/other special preferential policies;
  • [AEO Management] Be responsible for AEO certification maintenance and continuous compliance management, lead the implementation of AEO-related systems, internal control execution, data verification and customs communication, ensure the enterprise continuously meets the high-level certification standards, and independently complete the promotion of key AEO tasks and risk control

Compliance and Risk Control Management

  • [Policy Research] Track and study the latest customs laws, regulations and policy trends, conduct internal publicity and formulate response strategies;
  • [Customs Risk Prevention & Control] Coordinate resources to respond to special customs inspections or audits;
  • [External Compliance Supervision] Complete on-site inspections, inspections, inspections, etc. by local superior SBU/government agencies as required, and enjoy compliance inspection and guidance;
  • [Customs-Local Relationship] Maintain a good working relationship with local customs as the main liaison;
  • [Training & Guidance] Be responsible for the training, development and performance management of local customs personnel, and organize local customs training and experience sharing

Qualifications

  • Bachelor's degree or above; priority given to majors related to customs, international trade and compliance.

Required Skills

  • 10+ years of customs compliance experience, with at least 8 years in customs and global trade-related roles within manufacturing / multinational corporations / accounting firms.
  • Familiar with customs and compliance requirements across factory operations, bonded programs, and sales scenarios.
  • Knowledgeable in customs operations and compliance management, with hands-on experience in import/export activities.
  • Proven experience in resolving customs disputes.
  • Experience in applying for AEO and other preferential trade statuses overseas; understanding of regional free trade agreements; familiar with local policies and regulations.
  • Priority given to candidates with experience in independently establishing or optimizing a customs compliance system.
