Purpose of the Job
The purpose of the Deputy Public Fiduciary is to assist the Public Fiduciary with the overall planning and management of the operations of the Gila County Public Fiduciary Department to achieve the department’s mission of providing guardianship, conservatorship, decedent estate services and court-ordered investigations for vulnerable persons to protect their estates and well-being.
Essential Duties and Responsibilities
SUPERVISORY RESPONSIBILITIES
Regularly assigns work to other employees and supervises related activities.
Provides recommendations on employee coaching; handling employee grievances and employee training.
Makes final decisions on scheduling work hours of employees; evaluating employee performance and granting time off.
ESSENTIAL DUTIES AND RESPONSIBILITIES
TIME SPENT
- Selects, plans, assigns, supervises, and evaluates work activities of subordinate personnel, including direct, comprehensive supervision of all Fiduciary Services Specialist duties; interviews and selects employees for hire, trains employees, performs employee performance evaluations and performs disciplinary actions.

- Performs overall preparation and administration of department budget and fiscal matters for approval of director; coordinates and participates in annual budget processes, meeting with auditors from County, Supreme Court, Social Security, and Veterans Affairs regarding audit processes, inquiries, findings, and policy implementation; manages departmental administrative and operational functions; and analyzes department results, prepares statistical reports, and provides recommendations to Public Fiduciary on how to improve results and service delivery in administration of guardian ships, conservatorships, decedent estates and indigent burials.

- Consults with legal and medical professionals, government and social service agencies, mortuaries, and law enforcement concerning matters of wards or estates; coordinates legal obligations of office, including preparing/reviewing legal documents; reviews and revises work of legal counsel and paralegals; tracks legal petitions filed with court; prepares and monitors court calendar; attends court hearings, providing testimony and/or affidavits and depositions; and tracks and analyzes impact of existing and proposed legislation and provides recommendations to director for implementation.

- Investigates applications and interviews applicants for indigent burial and determines eligibility, executes affidavits, and seizes monies in accounts for reimbursement to Gila County; authorizes demands for payment.

- Develops departmental policy and ensures compliance with County and departmental policies and procedures; develops and implements department plans and programs, identifies operational problems and develops solutions, and participates in development and implementation of strategic plan and fiscal responsibility of Public Fiduciary budget.

- Investigates and authorizes payment from client accounts and fund requests for wards and signs checks; authorizes consents for treatment and medication changes for wards; and oversees and conducts onsite client visits to ensure least restrictive placements.

- Acts as Public Fiduciary in that person’s absence regarding guardianship, conservatorship, and probate matters, including representation in courtroom setting.

BUDGET RESPONSIBILITIES
This position reviews, edits and approves for submission department level budget.
PROJECT RESPONSIBILITIES
Provides project resource allocation based on pre-approved resources involving organizational development; human resource projects and employee training and development projects.
ORAL COMMUNICATION DUTIES
This position trains colleagues, explains County procedures or processes, responds to public inquiries, negotiates or persuades, conducts meetings and provides expertise before the courts and tribunals as an expert witness.
WRITTEN COMMUNICATION DUTIES
This position creates or edits documents, internal memos, emails, formal letters, reports, guidelines and creates legal pleadings.
INTERACTIONS WITH THE GENERAL PUBLIC
Interacts extensively with employees, customers, the general public, vendors, regulatory bodies, and other groups and/or individuals and Institutions over the telephone, by email, and/or in person.

Minimum Education/Directly Related Experience Required
MINIMUM YEARS OF DIRECTLY RELATED EXPERIENCE REQUIRED
Three (3) years public fiduciary experience, including lead/supervisory experience; or equivalent combination of education, training and experience.
PROFESSIONAL CREDENTIALS REQUIRED
Licensed Fiduciary through the Arizona Supreme Court Licensing Division.
