Main Function Review and comment on documents relating to land use; ensure compliance with policies and statutory requirements, and issue permits related to the use of the municipal road allowance.
Characteristic Under the general supervision of the Supervisor of Development Engineering or the Subdivision/Site Plan Control Engineer.
Responsibilities Review and comment on Land Division Committee, Committee of Adjustment, municipal consent by various utilities, building permits, occupancy permits, requests for letters of tolerance, re‑zonings, official plan amendments, lawyers’ requests, subdivision and site plan applications, and site plan control agreements for conformity to current bylaws, policies, standards, and specifications, and determine deposit requirements for same.
Examine draft plans of subdivision, review construction drawings for approval of municipal plan, assist with the preparation of final draft agreements for subdivisions and off‑site servicing agreements, and determine deposit requirements for same.
Review, process and issue permits/approvals for road occupancy and closures, service connections, entrances, culvert replacements, potable water agreements, patios, etc. Calculate, collect, and manage deposits and fees related to same.
Attend special events (SEAT) meeting related to road occupancy.
Complete environmental searches through street files.
Administer drain layers test and database for service connections.
Delegate tasks to various departments to provide comments/advice or complete inspection or construction work‑related to permits/approvals.
Consult with various departments to seek consensus on nonstandard requests related to permits and approvals.
Liaise with consulting engineers, utility companies, sub‑dividers, contractors and government ministries regarding standards and specifications for the development of subdivisions.
Ensure compliance with agreements and permits, review statutory requirements and processes final acceptance and release of guarantees in accordance with policy.
Utilize computer programs such as WATERCAD or SEWERCAD to carry out capacity analysis on existing sanitary sewer and watermain systems to determine flows, pressure and fire demands etc.
Process Ministry of the Environment approval certificates for subdivisions and site plan developments.
Organize and represent the section on inter‑departmental committees and pre‑construction meetings as required.
Investigate inquiries and complaints from the general public and resolve same or submit reports or recommendations and/or defer to appropriate staff as required.
Prepare requirements for engineering and legal surveys and provide details to the Legal Services section for negotiations and documentation.
Complete servicing information requests submitted by local solicitors and review appropriate plans and files.
Create, maintain, and update reports, specifications, and studies, as well as various databases for engineering records and statistics, and produce reports as required.
Provide technical assistance to other sections and departments.
Supervise temporary staff and summer students as required.
Develop and maintain a thorough working knowledge of CGS’s Safety Manual and the applicable Provincial Legislation listed therein.
Delegate tasks to the department secretary.
Perform other related duties as required.

Qualifications Education and Training: Successful completion of a three (3) year Civil Engineering Technology Program.
Experience:
Over two and one half (2½) years and up to and including five (5) years of related experience on road, drainage, sewer, water design and construction.
