The Connecticut Department of Emergency Services and Public Protection (DESPP) is looking to hire an Emergency Management Program Supervisor within the Division of Emergency Management and Homeland Security (DEMHS) in Middletown.

POSITION HIGHLIGHTS
This is a full-time, 40 hour per week position on first shift. Schedule is Monday-Friday between 8:00am and 4:00pm, with hybrid opportunities available.
Working closely with local, state, federal, tribal, and private sector partners, DEMHS provides a coordinated, integrated program for statewide emergency management and homeland security.
Preparedness is a core mission of DEMHS, and effective training and exercises are critical to building, sustaining, and validating capabilities across all jurisdictions. DEMHS develops and delivers a comprehensive Training and Exercise (T&E) Program that supports prevention, mitigation, preparedness, response, and recovery efforts, ensuring alignment with national standards and real-world operational needs.
In this role, you will serve as the Training and Exercise Supervisor, leading the development, coordination, and implementation of Connecticut’s statewide emergency management training and exercise programs. This position is responsible for ensuring alignment with the Homeland Security Exercise and Evaluation Program (HSEEP), National Incident Management System (NIMS), Incident Command System (ICS), and other applicable doctrines and frameworks.
The Training and Exercise Supervisor will lead multidisciplinary planning teams, oversee statewide course delivery, mentor instructors, and coordinate with federal, municipal, regional, tribal, and state partners to enhance preparedness capabilities. This role plays a critical part in shaping the state’s Integrated Preparedness Plan (IPP), managing exercise design and evaluation, and supporting After Action Reports (AARs) and improvement planning efforts that drive continuous improvement across Connecticut’s emergency management system.
This position will be a key leader in advancing innovative, scalable, and sustainable preparedness programs. The role requires strong collaboration with senior leadership, external partners, and stakeholders across all levels of government. DEMHS is seeking a motivated professional with strong leadership, organizational, and problem-solving skills who can manage complex initiatives and strengthen Connecticut’s preparedness posture.
Highlights of this position include:
* Serve as the Training and Exercise Supervisor for statewide emergency management programs
* Lead the development and implementation of the Integrated Preparedness Plan (IPP)
* Design, coordinate, and evaluate exercises in accordance with HSEEP methodology
* Oversee statewide delivery of emergency management training courses, including ICS, EOC, and specialty programs
* Facilitate and lead exercise planning teams, including development of objectives, scenarios, and evaluation guides (EEGs)
* Manage course logistics, instructor coordination, and training delivery standards
* Mentor and support instructors, evaluators, and exercise planners across the state
* Support the development and maintenance of training and exercise doctrine, policies, and standard operating procedures
* Coordinate After Action Reports (AARs) and Improvement Plans (IPs), and support corrective action tracking
* Collaborate with local, regional, tribal, state, and federal partners to build and sustain preparedness capabilities
* Support development and administration of emergency management programs, including planning, capability development, and grant-aligned initiatives
* Ensure compliance with national preparedness standards including HSEEP, NIMS, and ICS
* Represent DEMHS in interagency working groups, committees, and training/exercise coordination efforts
* Provide support to the State Emergency Operations Center (SEOC), including staffing roles during activations
