Innovation Ticker, LLC (www.innovationticker.com) is recruiting Local Evaluation Consultants to support a final evaluation of a multi-country EU-funded public sector reform project. We are currently hiring one consultant per language for positions requiring fluency in German, French, Dutch, Czech, Greek, or Latvian. If you are a senior evaluation professional with public sector reform experience, based in Europe, and native or near-native fluency in one of these languages, we want to hear from you.
The role requires direct engagement with central government institutions and close coordination with the evaluation Team Leader throughout the assignment.
Duties:
- Identify and map key informants within the national beneficiary institution and relevant government stakeholders,
- Conduct semi-structured key informant interviews with senior government officials in the local language, covering the project's performance across relevance, coherence, effectiveness, efficiency, and sustainability,
- Collect and review country-level project deliverables and relevant national policy documents, parliamentary reports, and government reform strategies,
- Produce structured interview notes in English and submit them within 48 hours of each interview,
- Write a country analytical note in English summarizing findings for integration into the final evaluation report,
- Review the country-specific sections of the draft evaluation report for factual accuracy and contextual appropriateness, and
- Participate in regular coordination calls with the Team Leader throughout the assignment.
Qualifications:
- Master's degree or higher in Public Policy, Public Administration, Political Science, Economics, Social Sciences, or a related field.
- Minimum 5 years of experience in programme or policy evaluation.
- Direct experience with public sector reform, administrative modernisation, governance, or institutional capacity-building — preferably in the country you are applying for.
- Native or near-native fluency in the official language of your country, with demonstrated ability to conduct senior government interviews in that language.
- Professional working proficiency in English for written deliverables.
- No prior involvement in the project being evaluated.
- Willingness to sign a UNEG Pledge of Ethical Conduct.
- Willingness to travel to interview sites within the country you are applying for.
Desirable: Familiarity with EU reform support instruments; prior experience with UN or EU institution-commissioned evaluations; demonstrated integration of gender equality and human rights principles in evaluation practice.
Duration: Estimated level of effort: 4-6 weeks depending on country. Competitive daily rate offered, commensurate with experience and country context.
