ROLE SUMMARY

As the Head of Power Department, you will be the technical, engineering, and commercial compass for our entire power portfolio. You will lead a dedicated team of circa 20 engineers and oversee a diverse, multi-country portfolio of high-impact projects. This senior leadership role requires a rare blend of deep technical mastery, sharp commercial acumen, and the managerial gravitas to represent ICC at the highest levels with international partners.

KEY RESPONSIBILITIES

Technical and Engineering Leadership Direct the full EPC lifecycle for conventional and renewable power generation, substations, and HV/MV/LV distribution networks. Set rigorous technical standards and ensure compliance with international codes. Provide senior technical oversight and problem resolution across concurrent multi-country projects.

Strategic Partner Engagement Lead technical negotiations with international partners and OEMs. Evaluate generation technologies, plant configurations, and equipment packages. Advise executive management on optimal technical and commercial solutions. Represent ICC as the senior technical authority with clients, partners, lenders, and government counterparts.

Commercial Strategy and Estimation Own the pricing and estimation for power tenders. Build BOQs, cost models, and bid build-ups with high accuracy and commercial judgment. Drive bid strategy, identify risks and opportunities, and optimize tendered prices while protecting margins. Review and challenge cost assumptions and OEM quotations to secure the strongest commercial position.

Joint Venture and Partner Negotiation Lead technical and commercial negotiations with JV and consortium partners. Assess partner capability, technical fit, and scope split. Structure roles and responsibilities within joint ventures and consortia. Build and maintain a network of credible international technology and EPC partners.

Team Leadership and Project Management Lead, mentor, and develop a department of approximately 20 electrical and power engineers. Plan and allocate engineering resources across multiple simultaneous projects in different countries. Monitor and supervise project progress, budgets, schedules, and technical performance remotely from Lebanon, with travel to project sites as required. Establish departmental processes, reporting, and controls aligned with the Group's growth.

WHAT WE'RE LOOKING FOR

Education and Experience Bachelor's degree in Electrical or Power Engineering (Master's degree or MBA is an advantage). 20+ years of progressive experience in the power sector within an EPC or contracting environment, with substantial experience in senior leadership and department-head roles. Proven track record leading the EPC delivery of power generation plants, substations, transmission lines, and/or distribution networks. Demonstrated experience heading or deputy-heading a power or electrical department with direct responsibility for engineering teams. Hands-on experience in tendering, pricing, and estimation for large-scale power projects. Experience working across multiple countries, ideally including Africa, the Middle East, and/or the Gulf region. Chartered or professional engineering status (e.g., PE, CEng, or equivalent) is an advantage.

Technical Expertise Expert command of power generation (solar, hybrid, gas, HFO, combined cycle), substations (HV/MV), transmission lines, and HV/MV/LV distribution networks. Strong grasp of EPC execution, grid codes, international standards (IEC/IEEE), and procurement of major electromechanical equipment.

Commercial Acumen Advanced capability in cost estimation, pricing, BOQ build-up, and bid strategy. Sound commercial and contractual judgment, including familiarity with FIDIC-based contracts.

Leadership and Interpersonal Skills Proven managerial gravitas and the ability to lead, motivate, and grow a sizeable engineering team. Excellent negotiation skills and executive presence with international partners, clients, and authorities. Strong organizational ability to manage and supervise multiple cross-border projects in parallel. Fluency in English; French and/or Arabic is an advantage given the Group's markets.
