The HR Executive supports a broad range of HR functions, including recruitment, onboarding, employee engagement, HR operations, Learning and Development, and Talent Management. The role will also work closely with engineering teams and Subject Matter Experts to coordinate and support technical training and capability-building programmes. This position is suitable for an engineering graduate who is interested in building a career in Human Resources and employee development.

Main Duties and Responsibilities:

Recruitment, Onboarding and Early-Career Programmes

  • Coordinate recruitment activities, including job postings, interview arrangements, candidate communication, employment documentation and onboarding.
  • Work with departments to understand manpower requirements and support the recruitment of suitable candidates.
  • Conduct employee orientation and induction programmes to ensure that new employees are properly introduced to the Company, workplace requirements and HR policies.
  • Coordinate internship, industrial attachment and other early-career programmes with educational institutions, including intern onboarding, engagement, evaluation and allowance processing.
  • Support employer branding, career fairs, learning journeys and educational institution engagement activities.

Learning and Development

  • Support the annual training needs analysis by working with departments to identify and consolidate employee development requirements into the Company training plan.
  • Coordinate internal and external training programmes, including course sourcing, training provider evaluation, scheduling, employee nomination, registration and attendance tracking.
  • Work with departments to ensure that employees are scheduled for relevant functional, technical, compliance and mandatory training.
  • Maintain training records and update employee training attendance and completion information in the relevant HR or learning systems.
  • Administer training funding applications and claims, including SDF, SRP or other applicable government funding schemes.
  • Monitor the implementation of the training plan, training budget utilisation, course completion and pre- and post-training evaluations.
  • Prepare Learning and Development reports, training statistics and key indicators for management reporting.
  • Administer continuing education sponsorships, scholarship programmes and other employee development schemes.

Technical Training Support

  • Work with engineering teams and Subject Matter Experts to identify technical competency gaps and training requirements.
  • Support the design and development of technical training materials, including presentation slides, training guides, manuals, practical exercises and e-learning content.
  • Coordinate and, where appropriate, facilitate technical training, product familiarisation, employee development or knowledge-sharing sessions.
  • Translate technical concepts and information into structured and accessible learning materials for different employee groups.
  • Ensure that technical training content is accurate and updated by working closely with the relevant engineering teams and Subject Matter Experts.
  • Monitor learner attendance, progress, assessment results and feedback to evaluate training effectiveness and recommend improvements.

Talent Development and Employee Engagement

  • Support Talent Development and Talent Management initiatives, including employee development planning, career development, succession planning and talent review activities.
  • Coordinate employee engagement, social and recreational activities that promote employee well-being, communication and teamwork.
  • Support Company-wide HR projects and organisational improvement initiatives as assigned.
  • Perform other HR-related duties as required to support the evolving needs of the Human Resources function.

Competency and Position Specifications:

Education

  • Degree in Engineering or a related technical discipline.
  • Candidates with an additional qualification, exposure or interest in Human Resources, Learning and Development, training or organisational development will have an advantage.

Experience

  • Fresh graduates or candidates with up to 2 years of relevant working experience.
  • Experience in HR, training coordination, technical training, facilitation, internships or engineering-related projects will be an advantage.

Knowledge and Skills

  • Strong interest in developing a career in Human Resources and employee development.
  • Able to understand technical information and translate it into clear and structured training content.
  • Good written and verbal communication and presentation skills.
  • Good coordination, planning and organisational skills.
  • Able to work effectively with employees, line managers, engineers, training providers and educational institutions.
  • Proficient in Microsoft Office applications.
  • Familiarity with HR systems, Learning Management Systems or digital learning tools will be an advantage.
  • Basic understanding of Singapore employment practices and training funding schemes will be an advantage.
