Summary
Organizational Location: These positions are located in the Department of Homeland Security, U.S. Immigration and Customs Enforcement, Office of Professional Responsibility (OPR), Inspections and Detention Oversight Division (IDO) in Washington, District of Columbia; and Farmers Branch, Texas.
Salary: The salary range indicated in this announcement will be adjusted to include locality payment for selected duty location. General Schedule locality pay tables may be found under Salaries & Wages .
Duties
As an Inspections and Compliance Specialist in OPR's Inspections and Detention Oversight Division, you will perform the following duties:
- Evaluate ICE detention facilities', programs', and offices' compliance with applicable policies, standards, and/or memoranda within one of the Inspections and Detention Oversight Division's (IDO) three units: External Reviews and Analysis Unit (ERAU), Management Inspections Unit (MIU), and Office of Detention Oversight (ODO)
- Conduct on-site inspections, audits, or reviews, to include ICE detention facilities and domestic and international ICE field offices, to ensure compliance with established ICE and DHS policies and procedures
- Provide technical expert advice in the planning, organizing, conducting and reporting of assigned on-site inspections, audits or reviews
- Independently develop new methodologies and approaches that will be used to complete inspections, audits and reviews
- Prepare comprehensive reports of assigned on-site inspections, audits, or reviews that have national and/or international scope and impact

Minimum Qualifications For GS-09
Specialized Experience: At least one year of specialized experience equivalent to the GS-07 level in the Federal service that included at least 3 or more of the following duties:
- Drafting written correspondence using standard grammar;
- Assisting with on-site compliance inspections of programs or facilities;
- Documenting inspection results in writing, including summaries of interviews or witness statements; and,
- Collecting information to validate issues identified in inspections.
OR
Education: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
Minimum Qualifications For GS-11
Specialized Experience: At least one year of specialized experience equivalent to the GS-09 level in the Federal service that included at least 3 or more of the following duties:
- Assisting in planning inspection activities of programs, offices, or detention facilities;
- Analyzing inspection records to identify deficiencies or areas of concern;
- Developing recommendations for corrective action based on inspection findings; and
- Preparing written products to communicate information.
OR
Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.
Minimum Qualifications For The GS-12
Specialized Experience: Applicant must demonstrate at least one year of specialized experience equivalent in difficulty and responsibility to the GS-11 level in the Federal service that included at least 3 or more of the following duties:
- Providing input to the approach and scope for conducting on-site inspections;
- Conducting interviews at inspection sites;
- Preparing documentation that outlines the inspection process and findings; and
- Presenting inspection results and explaining the basis for finding to stakeholders.
