Position: Investigator I – IV
This posting is for the State of Hawaii, Department of Commerce and Consumer Affairs, Regulated Industries Complaints Office, Kauai Office. The position is located on Kauai (Lihue). Salary commensurate with education and experience.
The Regulated Industries Complaints Office (RICO) is a division of the Department of Commerce and Consumer Affairs (DCCA) and enforces the licensing laws for the various professional and vocational licensing boards, commissions and programs that are administratively attached to the DCCA. RICO’s Field Investigation unit conducts investigations, inspections and other enforcement services for the Division.
Investigator I–II
The position performs as an entry‑level investigator, receiving formal and on‑the‑job training in investigative methods, techniques, procedures and laws, rules and regulations pertinent to RICO’s jurisdiction.
Investigator III–IV
The position is appointed and commissioned under the authority of HRS 26‑9(j) and is under the general supervision of the Investigator V. The position performs moderately‑complex to complex investigative activities germane to the prevention and detection of violations related to the rules, laws, and regulations under RICO’s jurisdiction. It gathers information, writes reports, and performs other related duties when RICO conducts unlicensed sting and sweep operations.
The position participates in and issues citations in contemporaneous unlicensed cases as well as conducting full investigations, may receive technical guidance from a higher‑level investigator on more complex work assignments.
Education
Graduation from an accredited four (4) year college or university with a bachelor’s degree.
Specialized Experience
- Level I – none (0)
- Level II – one‑half year (1/2)
- Level III – one and one‑half years (1‑1/2)
- Level IV – two and one‑half years (2‑1/2)
Progressively responsible professional investigative experience that demonstrated initiative, ingenuity, resourcefulness, and judgment required to collect, assemble, and develop facts and other pertinent data; ability to think logically and objectively, to analyze and evaluate facts, evidence and related information, and arrive at sound conclusions; skill in preparing written and oral reports and presenting investigative findings in a clear and concise manner; and tact, discretion, and capacity for obtaining the cooperation and confidence of others.

A law degree from an accredited School of Law may be substituted for two (2) years of Specialized Experience.

Other Requirements
Incumbent must have access to a private automobile used regularly and frequently to carry out work assignments. Must possess a valid driver’s license at the time of appointment. Ability to use cameras and recorders is required. Familiarity with spreadsheet and database software applications, use of internet, word processing, and peripherals (copiers, scanners, facsimile machines).
Legal Authorization to Work Requirement
The State of Hawaii requires all persons seeking employment with the government of the State to be citizens, nationals, or permanent resident aliens of the United States, or eligible under federal law for unrestricted employment in the United States. This position is exempt from the civil service and considered temporary in nature. Employment will be considered at will, which means that the employee may be discharged at the prerogative of the department head or designee at any time.
