1. BACKGROUND:

Laboratory is an essential part of public health in controlling communicable disease. The support from laboratory involving lot of aspects including what type of public health laboratory need to be developed and strengthen, type and quality of reagent, external quality assurance, the implementation of laboratory in facilities, laboratory human resource capacity, laboratory supply chain management and laboratory data management which need to be connected among communicable disease working team within MoH unit.

Indonesia WHO country office, to support will engage one consultant in SSA form to give technical assistance for laboratory capacity building work.

2. OBJECTIVES OF THE PROGRAMME:

To assist the Ministry of Health of Indonesia in strengthening laboratory diagnostics for public health.

3. DESCRIPTION OF DUTIES:

The incumbent will be responsible for:

Quality Assurance & Standards

  • Support the Ministry of Health in maintaining and improving laboratory quality assurance systems.
  • Contributes to the development and implementation of laboratory standards, protocols, and monitoring frameworks.
  • Assist with laboratory network accreditation performed by WHO experts.

Data Integration & Reporting

  • Assist in integrating laboratory reporting into national health information platforms.
  • Strengthen data management systems to ensure timely, accurate, and interoperable laboratory reporting.
  • Contribute to data analysis to inform evidence-based decision making

Capacity Building & Training

  • Support capacity building of public health and clinical laboratories through training, mentoring, and technical guidance.
  • Contribute to the development of training materials and delivery of competency assessments.
  • Provide support for biosafety and biosecurity training, awareness, and implementation of best practices in biorisk management.

Surveillance & Monitoring

  • Provide technical input to strengthen laboratory-based surveillance for communicable diseases and antimicrobial resistance.
  • Assist in establishing and maintaining laboratory networks for monitoring and evaluation.

Coordination & Technical Support

  • Facilitate communication and coordination with national stakeholders, partners, and WHO technical teams.
  • Provide technical support for planning, implementation, and monitoring of laboratory-related initiatives.
  • Support the alignment of laboratory activities with national priorities (e.g. National Essential Diagnostic List)

Expected Deliverables

  1. Reports and recommendations on laboratory quality assurance, accreditation, biosafety/biosecurity, workforce development, diagnostic capacities, and surveillance.
  2. Training materials and documentation of capacity-building activities.
  3. Contributions to national laboratory system strengthening plans.
  4. Strengthened laboratory databases and reporting systems.

Education Qualifications:

University degree in laboratory sciences with master’s degree in health-related science.

Experience:

Essential : At least 2 (two) years’ experiences working in development and implementation at national and or sub-national level in field of health laboratory.

Desirable : Experience working with UN agencies or international NGO in lab strengthening.

Languages:

Expert knowledge of English and Bahasa Indonesia

Skills:

  • Solid understanding of public health laboratory principles. Understanding of the Indonesian health system
  • Ability to adapt WHO global guidelines, standards, and frameworks related to laboratory to the national context
  • Ability to advocate effectively
  • Ability to identify issues, evaluate evidence, formulate opinions, and make recommendation on technical matters
  • Ability to form effective working relationship with government counterparts and key stakeholders

Other Skills (e.g. IT):

  • Work is performed in normal working environment.
  • Computer literacy: Working knowledge on Ms. Word, Ms. Excel, Ms. Power Point.

5. REMUNERATION

Laboratory Officer, Level A.

IDR 31,107,406 to IDR 50,117,313 monthly (in accordance with WHO Salary Scale for SSA).
