Position: Manager II (Chief of Housing) Grade M2

Who We Are

Department of Housing and Community Affairs (DHCA) plans and implements activities that prevent and correct problems that contribute to the physical decline of residential and commercial areas, ensure fair and equitable relations between landlords and tenants, increase the supply of affordable housing, and maintain existing housing in a safe and sanitary condition.

Who We Are Looking For

The Manager II (Housing Division Chief) manages the Housing Division, including the Affordable Housing Program and Multifamily Housing. The Affordable Housing Program includes the Moderately Priced Dwelling Unit (MPDU) program, downpayment and closing cost assistance programs, and homeowner rehabilitation programs. Multifamily Housing focuses primarily on supporting the production and preservation of affordable rental and ownership housing projects, providing housing opportunities to a wide range of individuals and families, the elderly, and individuals and groups with special needs.

Responsibilities

  • Oversee efforts to increase the production and preservation of affordable rental and ownership housing through complex acquisition and rehabilitation loan programs, including HIF, NPF, AHOF, PILOT, Rental Agreements, and Federal HOME and CDGB funding.
  • Provide recommendations for exercise and assignment of the County’s Right of First Refusal (ROFR), assist in developing multifamily housing loan guidelines, and oversee development of specific projects with housing‑related agencies, private sector, special needs groups, and nonprofit providers.
  • Oversee efforts to promote/create incentives and establish partnerships to develop programs addressing single‑family affordable housing needs, such as MPDU, down payment and closing cost assistance, Efficient Electric Appliance Program, and Home Accessibility Rehabilitation Program (HARP).
  • Review County and State land use plans, policies, regulations, and legislation, and provide guidance on impacts.
  • Assist the Department Director in planning, developing, implementing, evaluating, and revising housing policies, programs, services, and objectives.
  • Manage activities of the Housing Division by coordinating work and supervising subordinate managerial, technical, and administrative employees to ensure timely, courteous, professional interactions with the public.
  • Draft or provide insight on financial, budget, procurement, and contract administration and monitoring for multiple housing programs and policies.
  • Prepare reports and analyses on housing, zoning, and planning programs as required by law or requested by County Executive, County Council, or DHCA Director.
  • Provide reports and presentations to the public, elected officials, other County departments, inter‑governmental collaborations, and professional panels as needed.
  • Ensure regulatory agreements, contracts, regulations, and public information are up to date and aligned with current codes and policies.
  • Conduct performance evaluations.
  • Allocate resources among competing program needs.
  • Resolve difficult, sensitive, and controversial issues.
  • As a manager of unionized employees, foster a positive labor relations environment based on mutual respect, trust, and cooperation.
  • Attend meetings and community events or perform work at locations outside the office; occasional early morning, evening, or weekend work outside normal business hours may be required.
  • Have 2 Manager III direct reports and 13 employees reporting to those Manager III.

Education

Graduation from an accredited college or university with a Bachelor’s Degree.

Experience

Seven years of progressively responsible professional experience in the fields of urban planning, community or housing development, multifamily housing finance, land use or housing finance law; three years of which were in a supervisory or executive capacity.
